Esta dissertação trata do mandato de 1992 a 1996, do Secretário-Geral da ONU Boutros Boutros-Ghali (1922-2016), marcado por um aumento significativo das operações de paz e mudanças nas conduções dessas operações, em um período de crise vivenciado pela ONU. A questão central dessa pesquisa é contribuir para entender o mandato de Boutros Boutros-Ghali no contexto das expectativas do imediato pós-Guerra Fria e a perda de apoio para suas iniciativas. A dissertação parte da hipótese de que ao longo do seu mandato, Boutros-Ghali perdeu progressivamente apoio a suas propostas levando a um desengajamento cada vez maior dos países centrais no Conselho de Segurança. O objetivo geral da pesquisa é através de uma análise histórica de documentos oficiais e bibliografia considerar o mandato de Boutros-Ghali, as operações de paz do período de que o Brasil participou, tendo em conta os conceitos introduzidos por Boutros-Ghali. A pesquisa contempla também como a diplomacia brasileira interpretou o mandato de Boutros-Ghali, para contribuir para o resgate de uma linha diplomática em relação a ONU que pode estar sendo perdida atualmente. Essa pesquisa busca contribuir para um tipo de análise pouco presente na área de Relações Internacionais no Brasil: a de estudar a ONU como uma organização com sua política própria para além de um fórum. Assim, a investigação se insere em uma agenda de pesquisas que visa analisar as Nações Unidas através da delimitação dos mandatos daqueles que estiveram à frente da Organização.

This dissertation concerns the 1992 to 1996 term of the UN Secretary-General Boutros Boutros-Ghali (1922-2016), marked by a significant increase of peace operations and changes in the management of these operations, in a period of crisis experienced by the UN. The main question of this study is to contribute to the understanding of Boutros Boutros-Ghalis term in the context of expectations developed in the immediate post-Cold War period and the loss of support for his initiatives. The dissertation builds on the hypothesis that throughout his term, Boutros-Ghali continuously lost support for his proposals leading to an ever-greater disengagement by the central countries of the Security Council. The main objective of this study is through a historical analysis of official documents and bibliography consider Boutros-Ghalis term, the peace operations of his tenure which counted with Brazilian participation taking into account the concepts introduced by Boutros-Ghali. The study also considers how Brazilian diplomacy interpreted Boutros-Ghalis term in order to contribute to the recovery of a diplomatic line towards the UN which currently may be getting lost. This study seeks to contribute to a kind of analysis not often present in the area of International Relations in Brazil: the study of the UN as an organization with its own politics beyond a forum. Therefore, the research is part of a research agenda that aims to analyze the United Nations through the delimitation of the tenure of those who have led the Organization.
