Em São Paulo, durante a gestão do prefeito Fernando Haddad (2013-1016), foram criadas algumas políticas públicas voltadas para atender travestis e transexuais em situação de vulnerabilidade social. Essas mulheres travestis e transexuais possuem uma narrativa histórica construída de forma violenta e permeada pela exclusão que muitas vezes se inicia ainda na infância pela expulsão de casa pelos pais, não tendo acesso à educação formal, saúde e lazer. Como consequência, a prostituição de rua torna-se uma das poucas alternativas de sobrevivência. É muito comum dentro desse contexto de marginalidade, o consumo e o vício de drogas lícitas e ilícitas. Em 2016, surgiu o abrigo Centro de Acolhida Especial (CAE) Florescer, que, além do acolhimento, moradia e alimentação, se utiliza de atividades de lazer e turismo, sob uma perspectiva social e de uma ação educacional não-formal, tornando as práticas em uma ferramenta de inserção social, promovendo inúmeras intervenções e saídas que podem ocorrer também através de parcerias com outras políticas públicas, voluntariado ou até mesmo com a iniciativa privada. Atividades culturais, passeios por espaços de lazer e turismo na cidade, festas e eventos sediados no próprio ambiente do centro de acolhida são algumas das opções oferecidas para as mulheres abrigadas. Para compreendê-la, adotou-se uma metodologia qualitativa, de caráter exploratório, utilizando-se de pesquisa bibliográfica, documental e empírica, empregando como instrumentos de coleta o campo de observação, a entrevista semiestruturada e a entrevista centrada. Como proposta, este estudo identificou que e como as ações de lazer e turismo podem se tornar um dispositivo de inclusão social de um grupo tão marginalizado. Como resultado, constatou-se que essas vivências propiciam interações entre as atendidas com os espaços da cidade e com pessoas fora do universo da prostituição travesti. Essas interações causam estranhamento, podem gerar desconforto e conflitos, mas isso resulta em uma movimentação afetiva e experimentações e nesse processo, o efeito é a construção de uma autoestima e a sensação de pertencimento ao espaço da cidade e a sociedade, que é o princípio da consciência cidadã e que concebe uma perspectiva de um futuro, instigando a busca pelo estudo e emprego formal e a autonomia financeira

In São Paulo, during the administration of Mayor Fernando Haddad (2013-1016), some public policies were created to address transvestites and transsexuals in socially vulnerable situations. These transvestite and transgender women have a historical narrative built violently and permeated by the exclusion that often begins in childhood by expulsion from home by their parents, not having access to formal education, health and leisure. Consequently, street prostitution becomes one of the few survival alternatives. It is very common, within this context of marginality, the consumption and addiction of licit and illicit drugs. In 2016, the Shelter Center of Special Reception (CAE) Florescer emerged, which, in addition to shelter, housing and food, uses leisure activities and tourism, from a social perspective and a non-formal educational action, making the practices in a social insertion tool, promoting numerous interventions and results that can also occur through partnerships with other public policies, volunteering or even with private initiative. Cultural activities, sightseeing and leisure in the city, parties and events hosted in the very atmosphere of the host center are some of the options offered to sheltered women. To understand it, an exploratory qualitative methodology was adopted, using bibliographic, documentary and empirical research, using as observation instruments the field of observation, the semi-structured interview and the focused interview. The proposal of this study identified which and how leisure and tourism actions can become a social inclusion device for such a marginalized group. As a result, it was found that these experiences provide interactions among those served with the city spaces and with people outside the universe of transvestite prostitution. These interactions cause strangeness, can lead to discomfort and conflict, but this results in affective movement and experimentation, and in this process, the effect is the construction of a self-esteem and the sense of belon ging to the city space and society, which is the principle of citizen consciousness and that conceives a perspective of a future, instigating the search for study and formal employment and financial
