Esta dissertação parte da seguinte pergunta: o desenho institucional da política para imigrantes de São Paulo mobilizou, entre 2016 e 2021, quais capacidades técnico-administrativas e político-relacionais de implementação? Assim, o objetivo geral desta investigação é analisar os arranjos institucionais e as capacidades estatais de implementação da Política Municipal para a População Imigrante (PMPI) da cidade de São Paulo entre 2016 e 2021. Os objetivos específicos são: a) rastrear os antecedentes da PMPI; b) identificar o desenho institucional da PMPI; e c) analisar as capacidades técnico-administrativas e político-relacionais de implementação mobilizadas. Portanto, trata-se de uma pesquisa de viés qualitativo e exploratório, que utiliza das estratégias de estudo de caso e process tracing. Outrossim, das técnicas de análise documental e entrevistas semiestruturadas. Como arcabouço teórico, usam-se abordagens sobre arranjos institucionais e capacidades estatais. Os resultados sugerem que o desenho institucional da PMPI mobilizou, entre 2016 e 2021, capacidades técnico-administrativas e político-relacionais a partir de elementos horizontais que envolveram as secretarias municipais, os próprios imigrantes e as organizações da sociedade civil. As fontes de pesquisa foram dados e documentos disponibilizados pelo governo municipal da capital paulista, por organizações internacionais (OIs) e organizações da sociedade civil (OSCs)

This masters thesis starts from the following question: the institutional design of São Paulo's immigrant policy mobilized, between 2016 and 2021, what technical-administrative and political-relational implementation capacities? Thus, the general objective of this investigation is to analyze the institutional arrangements and state capacities of implementation of the Municipal Policy for the Immigrant Population (PMPI) of the city of São Paulo between 2016 and 2021. The specific objectives are: a) track PMPI's background; b) identify the institutional design of the PMPI; and c) to analyze the technical-administrative and political-relational implementation capacities mobilized. Therefore, this is a qualitative and exploratory research, which uses case study and process tracing strategies. Also, the techniques of document analysis and semi-structured interviews. As a theoretical framework, approaches on institutional arrangements and state capabilities are used. The results suggest that the institutional design of the PMPI mobilized, between 2016 and 2021, technical-administrative and political-relational capacities based on horizontal elements that involved the municipal departments, the immigrants themselves and civil society organizations. The research sources were data and documents made available by the municipal government of São Paulo, by international organizations (IOs) and civil society organizations (CSOs)
