Esta dissertação aborda o processo de revitalização do núcleo antigo da cidade de Santos (SP), iniciado a partir da década de 1990 e culminado na criação do programa Alegra Centro, em 2003. Considerando como objetivos da revitalização a melhoria da paisagem urbana por meio da requalificação do patrimônio material e do fomento a atividades de lazer e turismo, buscou-se analisar as ações empreendidas pela Prefeitura Municipal de Santos e seus resultados em relação aos objetivos propostos. Para isso, foi utilizado o método do estudo de caso intrínseco, com dados colhidos por meio de três procedimentos centrais: observações de campo, análise documental e entrevistas semiestruturadas. Percebeu-se que apesar do aparente sucesso inicial do programa em parte de sua área de abrangência, especialmente na restauração de patrimônio material edificado, as intervenções realizadas não foram o suficiente para consolidar o centro como núcleo de lazer por mais do que alguns anos. Dentre os fatores apontados para o insucesso, encontram-se descontinuidade administrativa e deficiências na comunicação entre a prefeitura e os atuais e potenciais empreendedores locais

This thesis addresses the process of urban regeneration of the old downtown of Santos (SP), which began during the 1990s and culminated in the creation of the Alegra Centro program, in 2003. The main goal of this regeneration policy was to improve the urban landscape through the adaptive reuse of heritage assets, and its consequential promotion of cultural tourism. By considering that, the author sought to analyze the actions undertaken by the municipal government and their consequences related to the intended goal. In order to do that, this research adopted the intrinsic case study method, in which data was gathered by three main means: field observations, document analysis and semi-structured interviews. Based on the findings of this study, it can be affirmed that despite the apparent initial success of the policy, especially in regards to tangible heritage restoration, the adopted measures were not enough to transform the old downtown in an area associated with entertainment and leisure activities for more than a couple of years. Among the reasons attributed to this failure are political discontinuity and deficiencies in the communication between the municipal government and the current and potential local entrepreneurs
