A política municipal de segurança alimentar e nutricional de Belo Horizonte é conhecida pela sua trajetória bem-sucedida e longeva, o que a torna um caso atípico dentre os demais municípios brasileiros. O presente estudo analisa as transformações e continuidades ocorridas ao longo desta trajetória, buscando compreender quais as principais dinâmicas que influenciaram a mudança de política pública. Por dinâmicas, compreende-se agregações semideliberadas de ações contextualmente permeadas de sentido, cujo encadeamento estrutural (espacial) e desdobramento temporal (longitudinal) levam a padrões reconhecíveis. O trabalho aproxima-se do caso empírico a partir de duas hipóteses teoricamente fundamentadas, a saber: (i) a rede da política de SAN em BH descreve a estrutura através da qual produziram-se esquemas compartilhados de sentidos e significados contextualmente orientados; e (ii) há predominância de processos de agregação de ações que guardam relação causal com mecanismos de reforço (ou feedback positivo) da política de SAN em BH ao longo da trajetória analisada. A análise é realizada por meio da divisão da trajetória em quatro episódios e da utilização de uma combinação de métodos quantitativos de análise de redes sociais com métodos qualitativos baseados em entrevistas semiestruturadas para identificação de mecanismos causais de conexão. Os resultados encontrados demonstram que a centralização e hierarquização da rede da política local, combinada com a manutenção de conexões entre comunidades coesas propiciou uma estrutura organizacional de enfrentamento de problemas complexos. Ademais, os diversos atores que agiram nesta estrutura lograram produzir mecanismos de reforço crescente da política pública, além de aprendizagem ao redor da rede

Belo Horizonte's food and nutrition security policy is known for its successful and long-lasting trajectory, which makes it an atypical case among other Brazilian municipalities. The present work analyzes the transformations and continuities that occurred along this trajectory, seeking to understand which are the main dynamics that influenced the change in public policy. By dynamics, we understand semi-deliberated aggregations of actions contextually permeated by meaning, whose structural (spatial) and temporal (longitudinal) unfolding lead to recognizable patterns. The work approaches the empirical case from two theoretically grounded hypotheses, namely: (i) the policy network in Belo Horizonte describes the structure through which shared contextually-oriented meaning schemes were produced; and (ii) there is predominance of positive feedback mechanisms as action-aggregation processes along the analyzed trajectory. The analysis is performed by splitting the trajectory into four episodes and using a combination of quantitative methods of social networks analysis with qualitative methods based on semi-structured interviews to identify causal mechanisms of connection between events. The results demonstrate that the centralization and hierarchization of the local policy network, combined with the maintenance of connections between cohesive communities, provided an organizational structure to face complex problems. Also, the various actors who acted in this structure managed to produce effective learning and endowment mechanisms
