Tendo em vista a característica sistêmica dos impactos negativos da pandemia de COVID-19 em diversos âmbitos da dinâmica social, tornou-se explicita a incapacidade institucional das organizações privadas, públicas e da sociedade civil de agirem de modo unilateral e isolado no seu enfrentamento. Nesse sentido, as colaborações público-privadas se apresentaram enquanto um imperativo. Partindo da prerrogativa de que as fragilidades estruturais das colaborações público-privadas tendem a se intensificar em situações de turbulência, e à luz do ineditismo do cenário pandêmico em 2020, bem como da postura voluntarista entre os atores público e privados na ações colaborativas, há espaço para a inquietação quanto aos aprendizados possíveis que estes cenários de incerteza podem trazer para o design de estruturas colaborativas, que sejam capazes de responder rapidamente às necessidades da coletividade. Assim, esta pesquisa objetiva analisar a colaboração público-privada entre o poder executivo municipal de dois municípios e as áreas internas de investimento social corporativo de duas empresas do setor industrial em ações de construção de infraestrutura de saúde pública para o enfrentamento à COVID-19. Especificamente, objetiva compreender as condições institucionais gerais antecedentes ao início da colaboração e as condições iniciais da mesma, analisar a estrutura de governança e os respectivos outcomes da atuação conjunta. Enquanto framework de operacionalização da descrição das colaborações, a pesquisa se vale da cross-sector collaborations (BRYSON; CROSBY; STONE, 2015), que por meio de suas categorias e constructos corrobora à descrição empírica das colaborações entre iniciativa privada e setor público que se formaram no enfrentamento à COVID-19.

Given the systemic nature of the negative impacts of the COVID-19 pandemic in all areas of social dynamics, the institutional inability of public, private and civil society organizations to act unilaterally and in isolation in their confrontation became evident. That said, public-private collaborations were presented as an imperative. Based on the prerogative that the structural weaknesses of public-private collaborations tend to intensify in turbulent situations, and based on the unprecedented pandemic scenario in 2020, as well as on the voluntarist attitude between public and private actors in collaborative actions, there is room for the concern about the possible learning that these scenarios of uncertainty can bring to the design of collaborative structures, which are capable of responding quickly to the needs of the community. Thus, this research aims to analyze the public-private collaboration between the municipal executive branch of two municipalities and the corporate social investment areas of two companies in the industrial sector in actions to build public health infrastructure to face COVID-19. Specifically, it aims to understand the general institutional conditions prior to the beginning of the collaboration and its initial conditions, analyzing the structure of the public-private collaboration and its respective outcomes. As a framework for operationalizing the description of collaborations, the research makes use of cross-sector collaborations (BRYSON; CROSBY; STONE, 2015), which, through its categories and constructs, corroborates the empirical description of collaborations between the private sector and the public sector that are formed in the face of COVID-19.
