Este trabalho analisa o processo de institucionalização do Sistema Nacional de Cultura (SNC), instituído em 2012 por meio da Emenda Constitucional 71. Para tanto, toma-o enquanto um instrumento de ação pública e parte de uma dupla lente analítica, observando sua trajetória histórica para delinear tanto seus contornos ideacionais quanto institucionais. A pesquisa que deu origem a esta dissertação se utilizou de revisão bibliográfica, entrevistas, análise de normativas, documentos e bancos de dados públicos. A análise revelou um contexto de baixa regulação e enforcement, além de um cenário de fraca indução federativa. Os achados da pesquisa apontam para um desenho institucional de um sistema de sistemas com característica fractal e propriedades de adaptabilidade e plasticidade em sua institucionalização local, com lacunas institucionais importantes a serem preenchidas pelas esferas subnacionais

This work analyzes the process of institutionalization of the National System of Culture (SNC), established in 2012 through Constitutional Amendment 71. For that, it takes it as an instrument of public action and part of a double analytical lens, observing its historical trajectory. to delineate both its ideational and institutional contours. The research that this dissertation used was of bibliographic origin, interviews, analysis of normative documents and public databases. An analysis revealed a context of low regulation and enforcement, in addition to a federative induction failure scenario. The research findings point to an institutional design of a system of systems with fractal feature and properties of adaptability and plasticity in its local institutionalization, with important institutional gaps to be filled by the subnational spheres
