Esta Dissertação mostrou como a lei municipal de incentivo ao esporte da cidade de Santos, chamada de Programa Municipal de Incentivo Fiscal e Apoio ao Esporte (PROMIFAE), promoveu mudanças no campo institucional do esporte daquela cidade. O referencial teórico tomou por base a Teoria Institucional Sociológica. Foi usada a abordagem qualitativa com a realização de uma pesquisa de natureza interpretativa, metodologia alinhada às orientações epistemológicas comuns aos estudos neoinstitucionalistas que trabalham com as lógicas institucionais. Nessa perspectiva, a pesquisa realizou levantamento de dados primários e secundários, adotando uma abordagem exploratória-descritiva do campo esportivo da cidade de Santos relacionado à sua lei de incentivo. Os dados primários da pesquisa vieram de duas fontes: da análise documental dos processos arquivados do PROMIFAE e de entrevistas semiestruturadas com os atores-chave do campo. Os dados secundários foram pesquisados em reportagens de jornais, estudo de legislações, pesquisa junto ao Instituto de Pesquisa Econômica Aplicada (IPEA) e no sítio eletrônico oficial do município de Santos. A análise demonstrou que, após a implementação do PROMIFAE, houve uma recomposição do campo ocasionando a obrigatoriedade de colaboração de organizações de diferentes setores, com destaque para nova aproximação com empresas. Além do surgimento de novas organizações que passaram a atuar no campo esportivo resultando em um novo arranjo de forças. Esta reconfiguração deu início ao fortalecimento da lógica institucional do mercado no campo esportivo de Santos, que aprofundam ambiguidades num contexto de maior pluralismo institucional

This dissertation has shown how the sports incentive law in Santos city, called Municipal Program of Tax Incentive and Support to Sport (PROMIFAE), has promoted changes on its sports institutional field. The Institutional Sociological Theory has been adopted as a theoretical framework. It has been used a qualitative approach in order to do an interpretative study. The methodology is in line with the epistemological guidelines common to neoinstitutionalist studies that work with institutional logics. In this perspective, the research has carried out a survey on primary and secondary data, adopting an exploratory-descriptive approach to the sports field in Santos city related to its incentive law. The primary data for the research have come from two sources: from the documentary analysis of the PROMIFAE archived documents and from semi-structured interviews with the key actors in the field. The secondary data have been researched in newspaper reports, study of laws, research on the Institute of Applied Economic Research (IPEA) and on the official website of Santos city. The analysis has shown that after the implementation of PROMIFAE, there has been a reorganization of the field, where new actors from different sectors have started to interact, with emphasis on a new approach with companies. In addition, new organizations have emerged within the field, which has caused a change on its forces. This reconfiguration has strengthen the institutional logic of the market in Santos sports institutional field, which deepens ambiguities in a context of greater institutional pluralism
