A presente pesquisa analisou o fenômeno da politização da burocracia federal através da ocupação de cargos de livre provimento pelos membros das carreiras de Auditor Fiscal da Receita Federal do Brasil (AFRFB) e Especialista em Políticas Públicas e Gestão Governamental (EPPGG). Partindo do conceito de politização como o processo de participação da burocracia nas decisões políticas, as hipóteses que nortearam a pesquisa foram: i) a politização da burocracia se reconfigura em meio ao processo de profissionalização da burocracia; ii) a politização da burocracia está associada à estruturação das políticas públicas pois os burocratas buscam influenciar a formulação e a implementação das políticas. A pesquisa utilizou abordagem qualitativa, por meio da triangulação da análise descritiva de dados, análise de entrevistas realizadas com os membros das carreiras ocupantes de cargos de livre provimento e análise documental. A pesquisa permitiu identificar que os condicionantes institucionais de cada carreira moldam os incentivos e motivações dos servidores na ocupação de cargos, e que a construção de suas trajetórias profissionais é feita, em parte, com vistas à oportunidade de ocupar cargos de livre provimento. Os condicionantes institucionais se apresentaram como fatores predominantes nos incentivos e desincentivos à ocupação de cargos de livre provimento pelos Auditores Fiscais e a construção de trajetórias profissionais se apresentaram como fatores predominantes nas lógicas de ocupação de cargos pelos Gestores Governamentais

The present paper analyzed the phenomena of the politicization of the federal bureaucracy trough the occupation of appointed positions filled by the careers members of Tax Auditors of Brazilian Internal Revenue Service (AFRFB) and Public Policies and Government Management Specialist (EPPGG). Starting from the concept of politicization as the process of being part of the bureaucracy in political decisions, the hypothesis that guided the research were: i) the politicization of the bureaucracy reconfigures itself according to the process of the professionalization of the bureaucracy; ii) the politicization of the bureaucracy is associated with the structuring of public polices, because the bureaucrats seek to influence the formulation and the implementation of polices. The research work used a qualitative approach, through the triangulation of descriptive data analysis, analysis of interviews conducted with career members who occupy appointed positions and document analysis. This research allowed to identify that the institutional conditions of each career build the incentives and the motivation of civil servants in the occupation of positions, and the construction of their professional trajectories is done, in part, looking to the opportunity to occupy appointed positions. The institutional conditions were presented as predominant factors in the incentives and disincentives for the occupation of appointed positions by Tax Auditors (AFRFB) and the construction of professional trajectories is shown to be predominant in the logics of occupation of positions by Government Managers (EPPGG)
