O mecanismo de REDD+ tem sido abordado no âmbito da Convenção-Quadro das Nações Unidas sobre Mudança do Clima como instrumento central para mitigar a mudança do clima. Ao mesmo tempo, o mecanismo tem sido alvo de questionamentos que envolvem os direitos de propriedade da terra. O Brasil é um país-chave nesta questão, pois possui quase a metade da floresta tropical remanescente no mundo e lidera o ranking de mortes registradas por conflitos de terra. Nesse contexto, o trabalho objetiva analisar as iniciativas de REDD+ implementadas no Brasil, sob distintos tipos de propriedade, considerando três elementos: segurança fundiária, permanência dos recursos florestais e a distribuição de benefícios. Para as 56 iniciativas de REDD+ selecionadas, os dados foram coletados em bases de dados de acesso público e foram definidas 34 variáveis de análise. A análise dos dados contou com estatística descritiva e testes de hipótese. Verifica-se que as iniciativas em andamento possuem características similares, como tamanho da área e região geográfica, porém há diferenças, estatisticamente significativas, entre os agentes do desmatamento, modalidade de financiamento, população morando na área e proponente do projeto, o que demanda diferentes estruturas de governança e abordagens de monitoramento. O mecanismo prioriza áreas com regularização fundiária como condição prévia para aprovação, porém todos os tipos de propriedade estão sujeitos a insegurança fundiária. Na permanência salienta-se que as ações de monitoramento florestal independem do tipo de propriedade, porém outras ações não são amplamente adotadas. A distribuição de benefícios aponta o estabelecimento de novos arranjos sociais e de responsabilidades, bem como a ausência de mecanismos que permitem maior engajamento social. Argumenta-se em favor da consideração dos diferentes tipos de propriedade nas iniciativas, adoção de ações locais que aprimorem a permanência e distribuição justa e equitativa dos benefícios, bem como a necessidade de articulação entre as iniciativas e as instituições responsáveis, de forma a garantir a regularização fundiária e o direito de exclusão

The REDD + mechanism has been addressed under the United Nations Framework Convention on Climate Change as a central instrument to mitigate climate change. At the same time, the mechanism has been the subject of questions involving land property rights. Brazil is a key country in this issue, it has almost half of the remaining tropical forest in the world, the highest number of deaths registered by land conflicts. In this context, the work aims to analyze the REDD+ initiatives implemented in Brazil, under different types of property, considering three elements: land security, permanence of forest resources and the distribution of benefits. For 56 REDD+ initiatives selected, data were collected from publicly accessible databases and 34 variables of analysis were defined. Data analysis included descriptive statistics and hypothesis tests. The ongoing initiatives have similar characteristics, such as size of the area and geographic region, but there are statistically significant distinctions between deforestation agents, financing modality, population living in the area and project proponent, which demands different governance structures and monitoring approaches. The mechanism prioritizes areas with land regularization as a prerequisite for approval, but all types of property are subject to land insecurity. In the permanence, it is emphasized that the forest monitoring actions do not depend on the type of property, but other actions are not widely adopted. The distribution of benefits points to the establishment of new social arrangements and responsibilities, as well as the absence of mechanisms that allow greater social engagement. It is argued in favor of considering different land regimes in initiatives, adopting local actions that improve the permanence and fair and equitable distribution of benefits, as well as the need for articulation between the initiatives and the responsible institutions, in order to ensure land regularization and the right of exclusion
