Nas últimas décadas, a epidemiologia veterinária evoluiu muito, trazendo novas abordagens para prevenção, detecção e controle de doenças infecciosas em rebanhos animais. Os sistemas de vigilância em saúde animal são considerados ferramentas primordiais para essa tarefa. Apesar das grandes conquistas no mercado internacional e do reconhecimento de áreas livres de doenças economicamente importantes, em suma epidêmicas, o Serviço Veterinário Oficial brasileiro ainda está em processo de construção para estabelecer sistemas mais bem estruturados que possam oferecer técnicas mais consistentes e sistematizadas desde a coleta e análise de dados, até o desencadeamento de medidas mitigatórias de risco na tomada de decisões. É importante ressaltar que para o funcionamento adequado dos processos envolvidos em cada etapa do sistema de vigilância, é preciso que estes sejam submetidos a uma avaliação sistemática, garantindo a qualidade das informações geradas e a otimização de recursos técnicos e monetários, desde que deficiências ou irregularidades sejam detectadas em sua operação. A avaliação permite visualizar se as diretrizes propostas inicialmente condizem com o trabalho em execução, garantindo credibilidade e manutenção de relações comerciais entre países. O presente estudo tem como objetivo revisar os aspectos fundamentais para a implementação e avaliação de sistemas de vigilância.

In recent decades, veterinary epidemiology has evolved enormously, bringing new approaches to the prevention, detection, and control of infectious diseases in livestock. Animal health surveillance systems are considered to be primordial tools for this task. Despite the great achievements in the international markets and the recognition of economically important disease-free areas, altogether epidemic, the Brazilian Official Veterinary Service is still in the construction process to establish better-structured systems that could offer more consistent and systematized techniques from the collection and data analysis process to the triggering of risk mitigation measures in decision-making. It is important to emphasize that for the proper functioning of the processes involved in each stage of the surveillance system, it is necessary to submit them to a systematic evaluation, ensuring the quality of the information generated and the optimization of technical and monetary resources, once deficiencies or irregularities are detected in its operation. The evaluation allows seeing if the initially proposed objectives correspond to the work in execution, ensuring credibility and maintenance of commercial relations between countries. The present study aims to review the fundamental aspects of implementation and evaluation of animal health surveillance systems.
