Este estudo teve por objetivo conhecer a formação médica em
Atenção Primária na Espanha e o papel que a especialidade Medicina
Familiar y Comunitaria (MFyC) exerceu sobre essa formação, tendo por
cenário a Reforma Sanitária da Espanha no contexto da União Européia. Foi
realizado no Departamento de Medicina Preventiva y Salud Pública de la
Faculdad de Medicina de la Universidad Autónoma de Madrid (UAM), em
2001.
Foi desenvolvido junto à Unidade Docente de Atenção Primária da
UAM e em oito Centros de Saúde (CS) da Área 5 de AP-Madri, acreditados
pela universidade, para a realização de práticas acadêmicas, A investigação
adotou as abordagens quantitativa e qualitativa24, utilizando-as como
estratégias de aproximação da realidade mediante o estudo quantitativo,
buscando compreender a complexidade dos aspectos discutidos/envolvidos
por meio de uma abordagem qualitativa. As técnicas de investigação
utilizadas foram: análise documental sobre o ensino de graduação da
Faculdade de Medicina da UAM, estudo da estrutura docente assistencial de
oito CS, observação, pesquisa de percepção e entrevistas individuais semiestruturadas
Os principais resultados obtidos foram: a estrutura didático e
assistencial dos CS da Área 5 AP de Madri era de qualidade boa a
excelente, a capacidade docente oferecida esteve acima da utilização das
três disciplinas em AP (optativas e obrigatória) do novo currículo médico da
UAM, as equipes de AP mostraram-se motivadas para as atividades
docentes de graduação médica e do programa de residência de MF y C, a
realização das atividades assistenciais, de ensino e de educação contínuada
exigia esforços individuais das equipes e a maioria referiu expectativas de
melhor integração com a unidade docente de AP e universidade.

Conclusões: a metodologia quanti-qualitativa mostrou-se adequada à
pesquisa, os resultados do estudo apontaram para a necessidade de
reformulações nas políticas de recursos humanos e de gestão para as
mudanças pretendidas pelo sistema de saúde espanhol no contexto dos
países da União Européia.

The objective of the present study was to obtain information about
medical education in Primary Care in Spain and the role of Family and
Community Medicine (FM) in this training. The background of the study was
the Sanitary Reform of Spain within the context of the European Community
and the study was conducted in the Department of Preventive Medicine and
Public Health, Faculty of Medicine, Autonomous University of Madrid (UAM)
in 2001.
The study was carried out at the Teaching Unit of Primary Care (PC)
of UAM and at eight Health Centers (HC) in Area 5 of Primary Care-Madrid,
credited by the university, for the execution of academic practices. The
investigation adopted quantitative and qualitative approaches, using them as
strategies for the approach to reality by means of a quantitative study, with
the objective of understanding the complexity of the aspects
discussed/involved by means of a qualitative approach. The techniques used
for investigation were: documental analysis of the undergraduate education
at the Faculty of Medicine of UAM, study of the assistance and teaching
structure at the eight HC, observation, perception research, and individual
semi-structured interviews.
The main results obtained were as follows: the teaching and
assistance structure of the HC in area 5 of PHC in Madrid was of good to
excellent quality, the teaching capacity offered went beyond the use of three
disciplines in PC (optional and required) of the new medical curriculum of
UAM, the PC teams were found to be motivated for the teaching activities of
the medical course and of the residency program of FM, the execution of
assistance, teaching and continued education required individual efforts from
the team, and most of them reported expectations of a better integration
between the teaching unit of PC and the university. Conclusions: the

quantitative-qualitative methodology proved to be adequate to the research
and the results of the study indicated the need for reformulations of the
policies of human resources and management for the changes intended by
the Spanish health system within the context of the countries of the European
Community.
