Este trabalho tem como principal objetivo investigar os efeitos do Programa Saúde na Escola (PSE) em indicadores municipais de saúde. O PSE é uma política pública federal intersetorial instituída em 2007 para fomentar e subsidiar ações de promoção, prevenção e atenção à saúde na rede pública de educação básica no âmbito municipal. O delineamento do trabalho se baseia nas recomendações de duas frentes teóricas: 1) Quanto à associação entre educação e saúde, adota-se a premissa da causalidade e o pressuposto de que crianças e adolescentes podem assumir papel multiplicador. 2) No tocante à pela perspectiva da gestão pública, são seguidas as diretrizes conceituais da corrente que trata de ações intersetoriais para saúde, com foco em monitoramento. A partir desse arcabouço teórico, desenhou-se um quadro descritivo sobre o PSE, por meio da análise de documentos oficiais e revisão sistemática integrativa da literatura. Em seguida, a investigação dos efeitos do programa se deu por meio de análise longitudinal multivariada de dados em painel para os municípios brasileiros, entre 2007 e 2018, com as variáveis: dados do PSE relativos a alunos, equipes de saúde da família e recursos financeiros (independentes); indicadores de saúde referentes às ações educativas realizadas nas escolas (dependentes); características dos municípios (moderadoras). Para definição da amostra, traçou-se um panorama do nível de participação dos municípios, considerando frequência e desempenho. Em seguida foram realizadas análises por regressão linear com efeitos mistos e análise de covariância, a partir de grupos de comparação formados por estratificação em faixas populacionais e pareamento por escore de propensão. Os resultados mostram alta variabilidade no nível de participação, com descontinuidade na adesão e no cumprimento de metas. Constatou-se também heterogeneidade quanto ao perfil dos municípios entre aqueles que nunca aderiram e os que têm assiduidade e bom desempenho. Dentre os assíduos, o desempenho é considerado baixo. Há indícios de efeito positivo do programa em parte dos cenários avaliados, no entanto, não há confirmação da diferença entre os grupos pelas análises de covariância. Ressalta-se a necessidade de aperfeiçoamento do sistema de monitoramento do PSE, cujas deficiências podem explicar, em parte, a ausência de significância estatística nos testes realizados. As principais contribuições do trabalho são: compêndio da literatura acerca da relação entre as áreas de interesse; levantamento dos prós e contras do programa; compilação dos dados constantes nos atos normativos referentes ao PSE; identificação de inconsistências pela confrontação dos dados coletados; construção de um quadro da participação dos municípios no programa; observação de indícios de efeito positivo nos indicadores analisados; apontamento de pontos passíveis de melhoria no monitoramento do PSE

The main objective of this study was to investigate the effects of the Health in School Program (PSE) on municipal health indicators. PSE is an intersectoral federal public policy instituted in 2007 to promote and subsidize municipal actions for promotion, prevention and health care in the public basic education network. The work design is based on the recommendations of two theoretical streams: 1) Regarding the association between education and health, we adopt the premise of causality and the assumption that children and adolescents can assume a multiplier role; 2) Regarding monitoring from the perspective of public management, we follow the current conceptual guidelines dealing with intersectoral actions for health, emphasizing monitoring. From this theoretical framework, a descriptive framework was drawn by analysis of official documents and integrative systematic literature review on PSE. The investigation of the effects of the program was conducted by multivariate analysis of panel data for the Brazilian municipalities, between 2007 and 2018, with the following variables: PSE data for students, family health teams and financial resources (independent); health indicators related to educational actions taken in schools (dependent); and characteristics of the municipalities (moderating). First, a framework of municipalities level of participation was drawn considering frequency and performance. Then, by linear regression analysis with mixed effects and analysis of covariance were performed, with comparison groups formed by stratification in population bands and propensity score matching. The results show high variability in the participation level, with discontinuity in adherence and achievement of goals. Heterogeneity of the municipalities profile between those who never joined and those who have assiduity and good performance was also observed. Among the assiduous, the performance is considered low. There are indications of a positive effect of the program on some of the indicators evaluated, however, there is no confirmation of the difference between the groups by covariance analysis. The PSE monitoring system needs improvement, and the deficiencies may partly explain the lack of statistical significance. The main contributions of the work are: compendium of the literature on the relation between the areas of interest; survey of pros and cons of the program; compilation of the data contained in the normative acts referring to the PSE; identification of inconsistencies by data confrontation; construction of a framework of municipalities participation across the country; observation of evidence of positive effect on health indicators; and pointing aspects for improvement in PSE monitoring
