Este trabalho analisa a perspectiva da inserção do Produtor independente de Energia Elétrica no Brasil, com objetivo de introduzir a concorrência na geração, dentro da nova estruturação do Setor. O Setor Elétrico em todo o mundo, desde os primórdios de sua instalação, caracterizou-se pelo monopólio e pela falta de concorrência em todos os segmentos, ou seja, na geração, transmissão e distribuição. Sempre houve a participação efetiva do Governo, com base no conceito de que a energia elétrica era um monopólio do Estado porque tinha a ver com a segurança nacional. Com a mudança desse conceito e dentro da nova ótica política neoliberal, a energia elétrica passou a ser considerada uma commodity, isto é, uma mercadoria de primeira necessidade que poderia perfeitamente ser negociada em um mercado concorrencial. Para a transformação do sistema monopolista para o de mercado concorrencial existe a necessidade de uma grande reformulação do Setor. O modelo implementado no Reino Unido tem sido uma importante referência para aproximadamente 150 países no mundo que estão seguindo na direção da liberalização e privatização do setor. Para criação de um mercado concorrencial na geração, aproveitou-se um conceito que deu certo no EUA: o do Produtor Independente de Energia Elétrica, que era, na verdade, um investidor diferente das concessionárias e tinha como objetivo básico o lucro. O presente trabalho tem como objetivo, portanto, dentro do contexto de reformulação do Setor Elétrico brasileiro, analisar os mecanismos dentro dessa nova estrutura, que facilitem e incentivem a inserção do Produtor Independente de Energia Elétrica no cenário nacional, aproveitando para tanto as experiências internacionais.

This paper analyses perspectives for entry of independent Power Producer _ IPP in the Brazilian Electric Sector, currently ging trough a restructuring process. Worldwide, as form the beginning of implantation, the Electric Sector has been characterized by monopoly and by the lack of competition in all segments: generation, transmission and distribution. Governments have always dominated the market based on the idea that electric energy is a natural monopoly, as it deals with national security. With changes to this concept, and under a new neoliberal political view, electric energy has started being considered a commodity, a product of primary needs that can easily be traded in a competitive market. To make the system competitive, the sector needs to go through serious restructuring. The model used in Great Britain has been an important reference for approximately 150 countries worldwide which are going in the direction of liberalization and privatization of the sector. The American Independent Power Producer concept is being used for creation of a competitive market. The IPP is a power producer independent from the distributor, and is geared at making a profit. This main goal is to propose mechanisms for installation and incentivation of the Independent Power Producer in the new Brazilian Electric Sector, international experience used as a guide.
