Durante a Segunda Guerra Mundial as relações interamericanas foram decisivamente alteradas pela militarização das relações políticas, pela montagem do parque industrial voltado à produção de armas nos EUA, pelos projetos de desenvolvimento econômico propostos e pela conversão da indústria de produtos culturais em arma de guerra, contando com a elaboração de complexas estratégias por parte de seus articuladores. Esta pesquisa foca a elaboração e a implementação das políticas culturais engendradas no complexo jogo da política externa estadunidense e que trataram das relações entre EUA e América Latina durante a Segunda Guerra Mundial, a partir de dois nexos estruturais de sentido e que obrigaram a utilização de dois tipos essenciais de fontes documentais, respectivamente: a estruturação dessas políticas por parte dos EUA, do que tratam os expedientes do Escritório para Assuntos Interamericanos; e a resposta dada pelas repúblicas latinoamericanas que foram objeto dessas políticas, a partir da análise dos expedientes das Conferências Panamericanas e Reuniões de Ministros de Relações Exteriores das Repúblicas Latinoamericanas, no mesmo período. Com isso, trataremos, desde uma perspectiva hermenêutico-histórica e a partir dos preceitos da História-Total, das políticas culturais tentaram redefinir as identidades sociais conflituosas nas relações hemisféricas, bem como do longo processo de tentativas de integração continental, radicalizados pelos imperativos impostos, nas relações internacionais, pela realidade da guerra mundial.

During the Second World War the inter-American relations have been decisively changed by the militarization of political relationships, the assembly of the industrial park aimed at producing weapons in the U.S., the proposed economic development projects and the conversion of cultural products industry into a weapon of war, counting with the development of complex strategies by its organizers. This research focuses on the development and implementation of cultural policies engendered in the complex game of U.S. foreign policy and focused on the links between U.S. and Latin America during World War II, from two structural way links and that forces to use two essential types of documentary sources, respectively: the structuring of these policies by the U.S., dealing with the expedients of the Office for Inter-American Affairs, and the answer given by the Latin American republics that were subject to these policies, based on the analysis of the expedients of the Pan American Conferences and Meetings of Foreign Ministers of the Latin American republics in the same period. With that, we will, from a hermeneutic-historical perspective and from the precepts of Total-History, cultural policy sought to redefine the conflicting social identities in hemispheric relations, and the long process of trial of continental integration, radicalized by the imperatives imposed in international relations, the reality of world war.
