Este trabalho tem por objetivo estudar o Instituto Brasileiro de Relações Internacionais (IBRI), criado em 1954 e sua Revista Brasileira de Política Internacional (RBPI), fundada em 1958. O IBRI foi o primeiro instituto voltado exclusivamente ao campo das relações internacionais no Brasil e a RBPI configura-se como a mais antiga publicação especializada em política internacional em circulação no país. Procuramos tratar do contexto de criação do instituto e da revista, além do papel desempenhado pelos seus quatro diretores. A sobrevivência do IBRI/RBPI também foi objeto de nossa análise, assim como a materialidade do periódico. Buscamos, igualmente, tratar do processo de racionalização do Estado e da incorporação de intelectuais desenvolvimentistas ao aparelho governamental entre o Segundo Governo Vargas e o governo Kubitschek para compreender a origem da geração de intelectuais que fundou o IBRI/RBPI. O Instituto Brasileiro de Administração Municipal (IBAM) e o Instituto Superior de Estudos Brasileiros (ISEB) também foram apreciados neste trabalho, uma vez que parte dos fundadores e colaboradores do nosso objeto de estudo teve papel de destaque nestas instituições. Ademais, procuramos discorrer sobre as semelhanças entre as instituições e carreiras de outros dois atores que tiveram relevância no IBRI/RBPI, os diplomatas e os militares. Apresentamos, ainda, duas propostas de paradigmas de política externa para embasar a análise dos discursos sobre política externa brasileira presentes nas páginas da RBPI. Por último, estudamos os artigos da revista procurando destacar o tema central do periódico entre 1958-1992: o desenvolvimento. Este tema é o fio condutor de outros importantes assuntos vinculados à integração tratados na RBPI, quais sejam, as relações entre os países da região e os Estados Unidos, os projetos de integração latino-americana e a integração e segurança estratégica do Brasil.

This work takes as its objective the study of the Instituto Brasileiro de Relações Internacionais (IBRI), created in 1954 and its Revista Brasileira de Política Internacional (RBPI), founded in 1958. The IBRI was the first institute oriented exclusively towards the field of international relations in Brazil and the RBPI the oldest publication specialised in international policy in circulation in the country. The context of the creation of the institute and the periodical, and the role played by their four directors is considered. The survival of the IBRI/RBPI was also subjected to analysis, as was the materiality of the periodical. There follows a consideration of the process of the rationalisation of the State and the incorporation of intellectual developmentalists into the governmental apparatus between the Second Vargas Government and the Kubitschek government in order to understand the generation of intellectuals who founded the IBRI/RBPI. The Instituto Brasileiro de Administração Municipal (IBAM) and the Instituto Superior de Estudos Brasileiros (ISEB) are also examined in this work, given that some of the founders and collaborators of the subject of this study played leading roles in these institutions. Furthermore, similarities are discussed between the institutions and careers of two other agents of relevance in the IBRI/RBPI, diplomats and the military. In addition, two proposals for paradigms in foreign policy are presented as a basis for the analysis of discourses on Brazilian foreign policy as presented in the pages of the RBPI. Lastly, articles from the periodical are analysed in an attempt to highlight the central theme of the publication from 1958-1992: development. This theme forms the thread common to other important topics linked to integration dealt with in the RBPI, namely, relations among countries in the region and the United States, the projects of Latin American integration, and the integration and strategic security of Brazil.
