Este trabalho tem por objetivo analisar a redistribuição da renda pública no período de 2000-2013, utilizando-se do método quantitativo e suas ferramentas de análise estatística inferencial. O pressuposto principal infere que o modelo econômico brasileiro não é compatível com o modelo teórico de desenvolvimento econômico que se deseja, por ser uma economia do tipo neocolonial. Neste caso, sendo a economia neocolonial, o Estado reflete tais características. Desta maneira, a investigação, com base no método proposto, busca revelar os aspectos visíveis do modelo brasileiro na interpretação das ações e consequências da polícia econômica dos governos no período de estudo. A pesquisa foi realizada com base nas fontes Orçamentárias do governo e de outros órgãos estatísticos. O foco é no comportamento das despesas, das receitas e do investimento do governo. A perspectiva da análise se faz no campo da História Econômica, assim, o recorte temporal serve para apontar as mudanças e permanências de um processo analítico global ao longo da história do Brasil. Em constante relação entre os dados Orçamentários, a historiografia econômica e estudiosos da política pública, pretende-se demonstrar que alguns entraves para o desenvolvimento econômico, que, a propósito, já haviam sido estudados pela historiografia, ainda se fazem presentes nos dias atuais.

This paper aims to analyze the redistribution of public income in the period 2000- 2013, using the quantitative method and its tools of inferential statistical analysis, The main assumption is that the Brazilian economic model is not compatible with the theoretical model of economic development that is desired, because it is a neocolonial economy. In this case, being the neocolonial economy, the State reflects such characteristics. In this way, the investigation, based on the proposed method, seeks to reveal the visible aspects of the Brazilian model in the interpretation of the actions and consequences of the economic police of the governments during the study period. The research was carried out based on the budget sources of the government and other statistical agencies. The focus is on the behavior of expenses, revenues and government investment. The perspective of the analysis is made in the field of Economic History, thus, the temporal cut serves to point out the changes and permanences of a global analytical process throughout the history of Brazil. In a constant relation between the Budget data, the economic historiography and scholars of the public policy, it is tried to demonstrate that some obstacles for the economic development, that, by the way, already had been studied by the historiography, still are present in the present days.
