Médico por formação, Adhemar de Barros (1901-1969) revelou-se um político empreendedor e realizador de obras monumentais, como o Hospital das Clínicas e a rodovia Anchieta. Manteve essas características ao longo de mais de três décadas de uma trajetória que incluiu três períodos à frente do Executivo paulista, o primeiro como interventor federal nomeado por Getúlio Vargas e os outros dois na condição de governador eleito. Como homem público, pregava a defesa dos interesses das camadas menos privilegiadas da população e, por meio de ações paternalistas, angariava apoio popular. A fama de administrador ousado e dinâmico cresceu, no entanto, paralelamente às denúncias de corrupção em seus governos. Essas acusações apontavam para a cobrança de propina e o desvio sistemático de recursos públicos. Os casos mais rumorosos que protagonizou foram denunciados pelo jornalista Paulo Duarte e reverberados pelo governador Jânio Quadros. Envolviam a suposta apropriação de automóveis comprados pelo governo de São Paulo e o extravio de uma urna marajoara destinada ao Museu Paulista. Apesar da defesa que promoveu nos tribunais e junto à opinião pública, Adhemar jamais conseguiu dissociar sua reputação como empreendedor da pecha de peculatário, fenômeno sintetizado popularmente na frase rouba, mas faz. Tampouco conseguiu atingir sua principal meta: eleger-se presidente da República. Depois de duas tentativas fracassadas, preparava-se para disputar a terceira eleição presidencial quanto foi cassado, em junho de 1966, pelo governo militar que ajudou a chegar ao poder.

A certified physician, Adhemar de Barros (1901-1969) became an entrepreneur politician who built monumental public works of engineering, like the Hospital das Clínicas and the Anchieta highway. He sustained that image for more than three decades of public career, which comprised three terms at the lead of São Paulo's administration the first position as federal interventor appointed by Getúlio Vargas, the others as elected governor. As a public official, Barros advocated in defense of the underprivileged, and conquered support among voters with populist deeds. However, his fame as a bold and dynamic governor grew amidst corruption accusations against his administration. The charges included bribery and systematic siphoning of public funds. The most notorious episodes involving his name were denounced by journalist Paulo Duarte and echoed by governor Jânio Quadros: the alleged appropriation of vehicles belonging to São Paulo's government and the purloin of a marajoara urn destined to Museu Paulista. Notwithstanding his defense in court and before the public opinion, Barros had never been able to erase the stain of peculation on his reputation as an entrepreneur, a phenomenon epitomized in the popular saying a stealer, but a doer. Neither had he achieved his main goal in politics: to be elected president of the republic. In July 1966, after losing two elections, and intending to run a third time, Barros had his political rights suspended by the military federal administration he had helped in its rise to power.
