Implementado ao longo dos anos 2000 pela CDHU e pelo Banco Interamericano de Desenvolvimento, o Programa de Atuação em Cortiços, buscou conciliar, pelas vias da produção de pequenos empreendimentos e da distribuição de crédito imobiliário subsidiado, dois objetivos historicamente antagônicos no processo de urbanização capitalista: a reestruturação dos centros urbanos e a provisão de moradia popular. Essa antagonia definia os próprios traços do conflito que se enredava nos bairros centrais da cidade nos anos 1990: de um lado, os programas de revitalização urbana, propalados por grupos empresariais segundo a intenção de promover uma dinamização imobiliária cujo sucesso dependeria da atração de população solvente, de outro, os movimentos sociais de moradia, que então o alcançavam maior expressividade política por meio das ocupações em imóveis abandonados e se reivindicavam enquanto demanda da produção habitacional que ali poderia ser empreendida. Procuramos problematizar as estratégias de acesso à moradia promovidas pelo Programa de Atuação em Cortiços considerando-as no contexto mais abrangente das atuais formas de capitalização fictícia dos espaços centrais da cidade de São Paulo e dos limites de inserção no mercado de trabalho da população tornada sua demanda Por meio da inclusão financeira-imobiliária, o programa circunscreveu os destinos de suas beneficiárias e beneficiários de acordo com os mecanismos de seletividade próprios à economia urbana na qual são colocados a se integrar, recuperando as segmentações sócio-espaciais da cidade capitalista.

Implemented throughout the 2000s by the Companhia de Desenvolvimento Habitacional e Urbano and the Inter-American Development Bank, the Programa de Atuação em Cortiços sought to reconcile two historically antagonistic goals through the production of small enterprises and the distribution of subsidized housing loans. process of capitalist urbanization: the restructuring of urban centers and the provision of popular housing. This antagonism defined the very features of the conflict that was entangled in the central neighborhoods of the city in the 1990s, opposing the urban revitalization programs promoted by business groups according to the intention of promoting a real estate dynamism whose success would depend on the attraction of solvent population, social housing, which then reached greater political expressiveness through occupations in abandoned properties and claimed as demand for housing production that could be undertaken there. We try to problematize the strategies of access to housing promoted by the Program of Action in Cortiços considering them in the broader context of the current forms of fictitious capitalization of the central spaces of the city of São Paulo and the limits of insertion in the labor market of the population made their demand. Through financial presentation, the program circumscribes the markets of its sources of benefits and precedents according to the mechanisms of selection of investments in the economy, which are separated and recovered as social-spatial segmentations of the capitalist city.
