Propõe-se, nesta dissertação, a observação do Programa Fábricas de Cultura do Governo do Estado de São Paulo para investigar e problematizar um caso empírico de política pública que concebe a cultura como meio para a transformação social de setores populacionais específicos e delimitados territorialmente no mundo da pobreza. Para isso, é feita uma reconstrução histórica do contexto em que surge a política e do seu processo de implementação, complementada por uma análise empírica de seu funcionamento a partir de incursões em campo na unidade Brasilândia. Esses movimentos analíticos permitem ressaltar o caráter histórico e político do Programa, de sua concepção à sua implementação. Em especial, a observação exploratória de seu funcionamento permite caracterizá-lo como exemplar da perspectiva moral e de despolitização das políticas públicas voltadas para os jovens pobres, tal como vem apontando a literatura contemporânea.

This dissertation aims to observe the Fábricas de Cultura (Culture Factory) program of the Government of São Paulo in order to investigate and question an empirical case of public policy that conceives culture as a means for the social transformation of specific population groups, which are territorially delimited in the world of poverty. To that end, this study performs a historical reconstruction of the context in which the policy emerged and of its implementation process, complemented by an empirical analysis of its operation based on fieldwork in the Brasilândia unit. These analytical movements allow us to emphasize the historical and political character of the Program, from its conception to its launch. Particularly, the exploratory observation of its operation allows us to characterize it as an example of the moral perspective and de-politicization of the public policies directed at the "poor young people", as the contemporary literature has been pointing out.
