Nas últimas duas décadas, o Brasil passou por importantes mudanças. Consolidou a democracia, abriu ainda mais a economia ao comércio e investidores internacionais, privatizou grande parte das empresas públicas, adotou uma política rígida de controle inflacionário e, pela primeira vez na história, cresce com redução da pobreza e desigualdade de renda. Esse conjunto de mudanças transformou o país. O Estado, a sociedade, o tecido industrial, todos foram impactados e modificados pelas alterações no regime de concorrência, na composição patrimonial e na estrutura social. Sobre essas novas bases, o país procura consolidar um novo padrão de desenvolvimento. Da perspectiva deste trabalho, o Brasil experimenta a transição para um modelo de crescimento puxado pela inovação. Dois conjuntos de indícios dão sustentação à nossa hipótese: de um lado, a evolução recente das políticas industrial e de ciência e tecnologia, que além de mais articuladas, passaram a dar relevo à inovação empresarial em suas respectivas agendas; de outro, a atividade empreendedora de um grupo de empresas industriais, responsável por elevar o padrão de competitividade da economia brasileira nos últimos anos, ao apostar em estratégias como desenvolvimento tecnológico, inovação e internacionalização dos negócios. Este novo cenário abre novas possibilidades para o reposicionamento do país no mapa da economia global.

Brazil has undergone important changes in the last two decades. It has strengthened democracy, opened the economy to international investors and trade, privatized public companies, adopted strict policies to control inflation and, for the first time in history, economically grows concurrent with a reduction in poverty and income distribution. This set of changes has transformed the country. The state, society, industrial sector have all been affected and modified by changes in the business climate and social structure. On these new bases, the country seeks to consolidate a new pattern of development. From the perspective of this thesis, Brazil experiences the transition to a model of growth driven by innovation. Two sets of evidence provide support to our hypothesis: on the one hand, the recent industrial, scientific, and technological policies evolution, which have been more articulated and focused on business innovation; And on the other hand, the entrepreneurial activity presented by a group of industrial companies, responsible for raising the standard of competitiveness of Brazilian economy in recent years, by adopting strategies like technology development, innovation, and internationalization of business. This new environment opens up possibilities for Brazil to reposition itself in the global economy map.
