Esta tese analisa o processo de formulação da Constituição de 1934, por meio do estudo da Assembleia Nacional Constituinte de 1933-1934 e de todos os elementos que a envolvem. Assim, esse estudo visa compreender o porquê a nova carta constitucional adquiriu determinado arranjo institucional, sendo que várias alternativas poderiam ter sido adotadas; ou seja, por que os constituintes escolheram os dispositivos institucionais presentes na nova Constituição e não outros? Esses questionamentos serão respondidos por meio da análise do processo que culminou na mudança constitucional.

This Thesis will examine the formation process of the Constitution of 1934, through the study of National Constituent Assembly of 1933-1934 and all the elements that involve it. Like this, this study aims to understand the why the new constitutional letter acquired certain institutional arrangement, being that, several alternatives could have been adopted; therefore why the constituents chose institutional devices presents in the new Constitution and not others? These questions will be answered through the analysis of the process that culminated in the constitutional change.
