Este trabalho tem como objetivo, em um primeiro momento, discutir o conceito de accountability, entender e identificar suas dimensões essenciais, diferenciar este mecanismo de controle dos checks and balances. Em um segundo momento, destacadas as dimensões essenciais do conceito, identifica a existência de mecanismos institucionais de controle da Administração Pública à disposição dos cidadãos no ordenamento jurídico do Brasil. Em um terceiro momento, verifica a eficácia e a efetividade de um mecanismo de accountability na realidade brasileira: o estudo da jurisprudência no tocante a Ação Popular, dos anos de 2000 a 2005.

This work has the objective, in the first place, of discussing the concept of accountability, understanding and identifying its essential dimensions, differentiating this control mechanism from checks and balances. Second, having highlighted the essential dimensions of the concept, it goes on to identify the existence of Public Administration mechanisms of institutional control at the disposal of citizens in the juridical order of Brazil. Third, it verifies the efficacy and the effectiveness of a mechanism of accountability in the Brazilian reality: the study of jurisprudence with regard to the Popular Action of the years from 2000 to 2005.
