A intenção deste trabalho é analisar os discursos referentes à aprovação da Lei dos Círculos, registrados nos Anais do Senado entre 1846 e 1856. Tal legislação distritalizou o sufrágio, em substituição ao voto provincial, e impediu que ocupantes de certos cargos ou funções, principalmente magistrados, se candidatassem a deputado ou senador nos distritos em que exercessem autoridade. A norma teria criado, como consequência, uma mudança no perfil dos representantes, tornando-os mais independentes dos partidos e da patronagem governamental e inaugurando, assim, um novo momento político no Segundo Reinado. Tomando como base a hipótese de que os atores se preocuparam em institucionalizar os conflitos intraelites, por meio da inclusão das minorias dissidentes no aparatado Legislativo do Estado, procurou-se explorar como, durante as décadas de 1840 e 1850, o Poder Moderador buscou promover uma agenda política moderada, ante a radicalidade advinda daqueles que haviam sidos postos em ostracismo em 1842 e 1848. Considerou-se que a política é também uma prática performática, cujo motor é a linguagem e o discurso. Nesse sentido, percebeu-se que o gabinete de 1853 soube conciliar a agenda áulica com uma retórica menos extremada e, por isso, foi capaz, de se fazer aprovar rapidamente um projeto de lei que fora iniciado quase uma década antes e que contribuiria para a construção da narrativa através da qual a década de 1850 teria sido a era de ouro do período imperial.

The intention of this dissertation is to analyze the discourses related to the approval of the District Act, registered in the Senate Annals between 1846 and 1856. This legislation would create electoral districts, replacing the provincial vote, and would hinder the incumbents of political offices, mainly magistrates, from running for deputy or senator in the districts in which they exercised authority. This rule would have created, consequently, a change in the profile of the representatives, making them more independent from the parties and from the governmental patronage, inauguring, therefore, a new political moment in the Second Reign. Considering the hypothesis that the political actors were concerned to institutionalize intra-elite conflicts through the inclusion of the dissident minority into the States Legislative, we wanted to explore how, during the decades of 1840 and 1850, the Moderating Power sought to promote a moderate political agenda, against the radicality of the political actors ostracized between 1842 and 1848. Taking into account that Politics, being a performative act, is based on the language and the discourse, we pointed that the 1853 cabinet could reconciliate the royal agenda with a much less extreme rhetoric. Thus, this govern was capable of approve quickly a bill initiated almost one decade earlier and that contributed to the narrative of the 1850s decade as the imperial golden age.
