O reforço da presença do Brasil na região e o discurso diplomático que eleva a América do Sul à condição de prioridade na agenda da nova política externa do País reacendem o debate acerca da liderança regional do País no espaço sulamericano. Ao dedicar mais espaço em sua agenda à vizinhança, a política externa brasileira constrói um novo paradigma, o sul-americano. Este trabalho discute a participação brasileira nos processos de integração regional em curso na América do Sul desde o início dos anos 1990 e analisa o quadro conceitual da política externa desse período. A pesquisa investigou as ações da política externa brasileira e a concepção de liderança regional na integração sulamericana a partir dos formuladores dessa política. O pressuposto deste trabalho é que a liderança brasileira na região, mesmo não explicitada pela diplomacia do governo Lula da Silva, vem sendo praticada desde o governo Fernando Henrique Cardoso, redefinindo as relações entre o Brasil e seus vizinhos. Para tanto, foi realizada pesquisa qualitativa, cuja parte empírica se dividiu em observação, entrevistas individuais semi-estruturadas, análise de conteúdo e análise documental.

The reinforcement of Brazil's presence in the region and the diplomatic discourse, which elevates South America to the condition of priority in the agenda of the new Brazilian foreign policy, reinvigorates the debate about the regional leadership of the country in the South American arena. By dedicating more room in its agenda to the neighboring countries, the Brazilian foreign policy builds a new paradigm: the South American one. This work discusses the Brazilian participation in the processes of regional integration under way in South America since the beginning of the 1990s and analyses the conceptual framework of the foreign policy of this period. The research has investigated the actions of the Brazilian foreign policy and the conception of regional leadership in the South American integration based on the makers of this policy. The assumption of this work is that the Brazilian leadership in the region, despite not being clearly expressed by the diplomacy in the Lula da Silva administration, has been exercised since Fernando Henrique Cardoso administration, redefining the relations between Brazil and its neighbors. In order to do that, a qualitative study was performed and its empirical part was divided into observation, semistructured individual interviews, content and document analyses.
