Esta dissertação é uma análise sobre políticas inovadoras de segurança pública, baseadas em estratégias de policiamento ostensivo. Realiza uma análise sobre as referencias empíricas e teóricas dessas inovações. A partir da experiência da polícia de New York a New York Police Departament (NYPD) nos anos 90 e 2000, conhecido como Compstat. E da literatura política sobre estratégias de polícia ostensiva desenvolvida por Hermam Goldstein entre o fim dos anos 70 e os anos 90 denominada, policiamento orientado a problemas. De onde constitui um modelo mínimo com elementos essenciais dessa inovação. E com eles analisa quatro casos de inovações a partir de polícias ostensivas, ocorridos na América do Sul nas décadas 90 e 2000. Cidade de Bogotá, a partir de 1995, estado do Rio de Janeiro em 1999, estado de São Paulo a partir de 2000 e o estado de Minas Gerais em 2004. Concluindo com uma análise sobre as políticas nacionais de segurança pública e suas deficiências e perspectivas.

This dissertation is an analysis on innovative politics of public safety, based on strategies of ostensible policing. It accomplishes an analysis on the empiric and theoretical references of those innovations. Starting from the experience of the police of New York to New Police Departament (NYPD) in the years 90 and 2000, known like Compstat. And of the political literature on strategies of ostensible police developed by Hermam Goldstein between the end of the seventies and the nineties denominated, policing guided to problems. From where constitutes a minimum model with essential elements of that innovation. And with them it analyzes four cases of innovations starting from ostensible police, happened in South America in the decades 90 and 2000. City of Bogota, starting from 1995, state of Rio de Janeiro in 1999, state of São Paulo starting from 2000 and the state of Minas Gerais in 2004. Ending with an analysis on public safety's national politics and their deficiencies and perspectives.
