Tendo em vista as transformações propostas na Reforma Sanitária brasileira e institucionalizadas na foi realizado este trabalho, com o objetivo de testar um programa de educação continuada. Constitui-se num estudo qualitativo, longitudinal, do tipo pré-experimental, com avaliação diagnóstica e avaliação final, que procurou abarcar a complexidade de todo o processo educativo desenvolvido e os fatores intervenientes. O programa foi planejado e desenvolvido de modo a proporcionar oportunidade e facilitar a discussão junto da equipe de saúde, respeito da sua participação no planejamento das atividades do serviço e no gerenciamento do mesmo, bem como tratar de outras questões detectadas como de interesse do grupo de funcionários na avaliação diagnóstica inicial. A avaliação final permitiu identificar várias dificuldades para a operacionalização de programas de educação continuada a nível local. Demonstrou a existência de um distanciamento entre as discussões que ocorrem nos níveis mais centrais e as práticas desenvolvidas na ponta do sistema de saúde, fortalecendo a convicção da necessidade de que programas deste tipo sejam realizados em todos os municípios e em todos os serviços. Também foi possível concluir que o investimento na área de recursos humanos, através do estabelecimento de diretrizes para a área de formação de pessoal e desenvolvimento e definição e legislação e regulamentação para as questões de carreira, cargos e salários, é essencial para a implantação do Sistema Único de Saúde segundo os pressupostos defendidos pela Reforma Sanitária.

Taking in view the alterations concerning the democratization of health actions proposed before the Brazilian Sanitary Reform and institutionalized in the 1988's Brazilian Constitution, the present paper aimed to put to the test a program of continuing education. It constituted itself of qualit:ative, longitudinal, pre-experimental study, with diagnostic and final evaluations, intended to grasp the complexity of the whole educative process involved in, as well as its intervenient factors. The program was planned and carried out in such a way to provide opportunity for and facilitate the health team's discussion related to its participation in the planning and management of activities of the service, as well as the handling of other questions detected as of the interest of the group of officers by the time of the diagnostic evaluation, made at the beginning. The final evaluation has allowed the identification of several difficulties for putting into operation programs of continuing education at local level. It disclosed a gap between the discussions occurring at the more central levels of the health system and the practices performed at the end of it, enhancing the conviction that programs of this type must be carried out in all municipalities and services. From the results of the study, it was also possible to conclude that investiments in human resources, through the establishment of guidelines for the área of education and improvement, as well as a clear definition concerning legislation and statutory policies for questions related to career, position and salary, are essential for the actual implantation of the Brazilian Unified Health System, according to the pressupositions advocated by the Sanitary Reform.
