Durante todo o século XX e início do século XXI, insetos vetores de doenças urbanas vêm sendo combatidos através de maciço uso de inseticidas sintéticos, os quais possuem conhecidos efeitos colaterais indesejados, tais como contaminação ambiental; efeito residual e cumulativo; não seletividade e; formação de gerações de insetos-alvo resistentes. Com o desenvolvimento da conscientização ambiental, a sociedade passou a repudiar o uso indiscriminado de pesticidas sintéticos, reclamando a redução do uso destes em prol de novas formas de combate (menos agressivas ao meio). Entretanto, juntamente com a disseminação da preocupação com o ambiente, a sociedade passou a se perceber como criadora de riscos catastróficos, configurando-se na sociedade de risco teorizada por Beck. Para aplacar o temor social de que as novas tecnologias tragam mais malefícios que benefícios, ou seja, criem mais riscos, desenvolveu-se, entre outros, o princípio da precaução, o qual demanda maiores certezas científicas antes da liberação de determinado produto, método ou técnica. Surge a dúvida de como se aplicar tal princípio e se ele postula contra o desenvolvimento da ciência (posto que ela é, atualmente, a principal criadora de riscos). Surge um aparente paradoxo entre a vontade de aplicar novas saídas no combate a vetores (em substituição aos pesticidas) e o medo de que tais novas soluções criem ainda mais riscos, principalmente ao se verificar que tais técnicas podem utilizar energia nuclear ou manipulação genética. O aparente paradoxo, na verdade, se desfaz com a verificação de que o princípio da precaução, principalmente quando aplicado em uma sociedade caracterizada pelo risco, não busca o risco zero, mas demanda uma nova postura de pesquisadores e decisores, que deverão agir com prudência e ética. Tal constatação reforça a tese de que o uso dos inseticidas sintéticos deve ser restringido e, em alguns casos, abandonado, substituídos pelos métodos (ambientalmente amigáveis), baseados em novas tecnologias.

Throughout the twentieth century and in the early twenty-first century, urban insect vectors of disease are being fought by means of massive use of synthetic insecticides, which have known undesired side-effects, such as environmental contamination; cumulative residual effect; lack of selectivity; development of target-insect resistant generations. With the development of environmental awareness, the society started to repudiate the indiscriminate use of synthetic pesticides, claiming the reduction of their use in favor of new forms of combat (less aggressive to the environment). However, along with the dissemination of the environment concern, the society realized itself as the source of catastrophic risks, becoming the risk society theorized by Beck. To reduce the social tear that new technologies may bring more harm than benefits, that means, create more risks, among others, the precautionary principie, which demand more scientific certainty before the release of a product, method or technique was developed. The question arises of how to apply this principle and if it postulates against the development of Science (since it is currently the main risks creator). An apparent paradox arises between the desire to implement new outlets in combating vectors (in substitution to the use of pesticides) and the tear that such new solutions create even more risks, especially when it is found that such techniques may use nuclear energy or genetic manipulation. The apparent paradox, in fact, is solved by the verification that the precautionary principie, especially when applied in a society characterized by risk, does not seek zero risk, but demand a new posture of researchers and decision makers, who should act with prudence and ethics. This verification reinforces the view that the use of synthetic insecticides should be restricted and, in some cases, abandoned, replaced by methods (environmentally friendly), based on new technologies.
