Diante da notável ineficiência da escola pública de ensino fundamental, em meio ao despertar de um movimento nacional em prol da educação pública de qualidade, faz-se urgente a compreensão significativa, neste contexto, da realidade desta instituição. Como ponto de partida foram ouvidos professores do ensino fundamental público, buscando-se conhecer suas concepções a respeito da atual situação desse setor educacional, principalmente no que diz respeito às novas funções a ela atribuídas, em especial relacionadas à saúde, ao meio ambiente e às políticas públicas. Para tal, com embasamento no conceito de representações sociais, realizou-se uma investigação qualitativa, por meio da análise de conteúdo das informações obtidas em entrevistas com 29 professores de uma escola municipal de ensino fundamental de São Paulo e por meio de observações efetuadas junto aos espaços e atores dessa unidade escolar e ao programa Escola Promotora de Saúde da Secretaria Municipal de Educação de São Paulo. Foram identificados inúmeros fatores que conduzem a esse cenário de má qualidade do ensino levando, conseqüentemente, a escola pública ao descumprimento do seu papel. Evidenciou-se, a partir desse levantamento, o desinteresse e o descaso em relação à educação fundamental pública por parte do poder público e de toda a sociedade, além do fato de não haver envolvimento dos professores, legítimos protagonistas da práxis educativa, na concepção de políticas públicas educacionais mais eficientes e necessárias para a transformação desse quadro negativo.

In face of the inefficiency of the public school of elementary education and in the rising of a national movement towards quality public education, it is urgent to understand, in this context, the truth of this institution. Teachers who perform in elementary public education were heard, so to find out their conceptions on today`s situation of the school, concerning the new functions that are today attributed to it, like issues on health, environment and public politics. A qualitative investigation was done, based on the concept of social representations, analyzing the information contained on these interviews done with 29 teachers of an elementary public school, in São Paulo – Brazil, and through observations of the school environment and people involved in it, and the program "Escola Promotora de Saúde" (Health-promoting School), promoted by the Secretariat of the City of São Paulo for the Education. Several factors that can promote bad quality education were identified in this research, factors that lead to a school that is not fullfilling its role. This research makes evident that society and public power lack interest in elementary public education and that teachers, the real protagonists on education practice, are not being involved in the making of education-related public politics, which are necessary for the change of this very picture.
