It analyzes the facilitating and restrictive factors of the SUDS-SP implementation as a turning point of the Health Care System as well as of the municipalization process. The analysis covers several moments of institutional change, which the sector has been undergoing in these two last decades. The analysis also identifies the changes happened since. the SUS implantation and points out trends and perspectives of municipalization in the State assuming a point of view of the inter sectorial relationships in the Health Care.
