Essa pesquisa apresenta uma reflexão sobre o discurso de educadores acerca do Projeto Político Pedagógico de suas instituições escolares. A Lei de Diretrizes e Bases da Educação Nacional (L.D.B.E.N. 9394/96), em seu artigo 12, inciso I, estabelece como incumbência de cada estabelecimento de ensino, a elaboração e execução de sua proposta pedagógica. A discussão sobre a construção de projetos para as escolas repercutiu desde então, ganhando maior notoriedade com a idealização dos Projetos Pedagógicos. Ao ser definido como uma lei cresce a demanda pela implantação de tais projetos nas escolas públicas do país, fato que trouxe desafios à sua concretização. Um desses desafios decorre do estabelecimento de normas e prazos por instâncias superiores que pode resumir a sua efetivação ao cumprimento de uma exigência burocrática sem impacto na melhoria da escola. Somam-se as dificuldades dessa tarefa, uma série de discursos de ordem metodológica que estabelecem roteiros para a realização de tais projetos de forma que, instituições escolares diferentes, possam ter um mesmo modelo de Projeto Pedagógico. Incluímos nessa discussão, a existência de temáticas, de relevância social, que se associam a realização do Projeto Pedagógico e que podem possuir divergências quanto a seu entendimento. Assim, considerando os múltiplos fatores que podem interferir na realização dos Projetos Pedagógicos, interessou-nos ouvir alguns educadores, sobre o projeto de suas escolas e posteriormente elaborar uma análise teórica sobre o discurso encontrado. Optamos por realizar a coleta de dados em algumas escolas do município de Rio Claro, que implantou o documento, denominado nessa localidade de Projeto Político Pedagógico (P.P.P.), de forma extensiva a todas as escolas da rede municipal de ensino. Desse modo, essa dissertação, se propôs a investigar: qual o discurso que os educadores possuem sobre o Projeto Político Pedagógico de suas escolas? No discurso desses agentes educacionais, é possível elucidar algumas confusões no uso de conceitos que se relacionam com a realização de um Projeto Pedagógico? Esses conceitos possuem sentido claro para os educadores que entrevistamos ou se inserem na discussão unicamente por serem reconhecidos como importantes para a sociedade? Em nossa analise optamos por refletir teoricamente sobre três conceitos que se associam a realização do P.P.P.: democratização do ensino, participação e os princípios éticos e o ideal de uma escola justa. Consideramos também, que o Projeto Politico Pedagógico pode ser objeto de disputa discursiva uma vez que o P.P.P. divulga e legitima concepções sobre a educação.

This research presents a reflection on the discourse of educators about the Political Pedagogical Project in the school where they work. The National Education Guidelines and Grounds Act (L.D.B.E.N. 9394/96), in its article 12, paragraph I, sets forth as a task of every educational institution to prepare and perform its pedagogical proposal. The discussion about the construction of projects for the schools had repercussions ever since and gained greater notoriety when the Pedagogical Projects were devised. Being defined as an act of law, the demand to implement such projects increased in the school all over the nation, a fact that brought challenges to its substantiation. One of these challenges results from rules and timelines that were defined by higher bodies which may summarize its effectiveness to the fulfillment of bureaucratic requirement with no impact in the school improvement. The difficulties of such task are added by a series of methodological discourses which set forth scripts to implement such projects in such a way that different schools may end up with the same model of a Pedagogical Project. My discussion of the matter includes the existence of topics socially relevant which are associated with the implementation of the Pedagogical Project and which may have divergences related to its understanding. Thus, considering the multiple factors that may interfere with the substantiation of Pedagogical Projects, I was interested in hearing some educators about the project at their own schools and, afterwards, I prepared a theoretical analysis about the discourse I was able to find. I have chosen to collect data from some schools in the city of Rio Claro, whose education department enforced the document, called in that municipality of Political Pedagogical Project (P.P.P.), comprehending all schools in the local education system. Thus, this thesis has the purpose of investigating: which is the discourse that educators have about the Political Pedagogical Project in their own schools? In the speech of such educational agents, is it possible to clarify some confusion in the use of concepts related to the implementation of a Pedagogical Project? Do these concepts have a clear meaning to the educators I have interviewed or are they part of the discussion simply because they are recognized as being important for society? In my analysis, I have decided to reflect theoretically on three concepts that are linked to the implementation of P.P.P.: democratization of teaching, participation and the ethical principles, and the ideal of a fair school. We also consider that the Political Pedagogical Project may be the object of a discursive contention as the P.P.P. discloses and legitimates conceptions about education.
