Esta pesquisa tem como objetivo analisar as políticas para a Educação de Jovens e Adultos (EJA) adotadas no Brasil durante os governos de Luiz Inácio Lula da Silva (2003-2006 e 2007-2010) e as repercussões do seu financiamento, com destaque especial para o impacto do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB) nessa modalidade educacional. Desenvolvemos uma análise do Estado capitalista no Brasil e suas repercussões na educação. Dois autores foram escolhidos como principais referências nessa tarefa: Antonio Gramsci e Nicos Poulantzas. Estudamos algumas consequências, na área educacional, do processo de reforma do Estado ocorrido no país a partir dos anos 1990, considerando a correlação de forças e as contradições presentes nos governos de Luiz Inácio Lula da Silva, bem como suas repercussões na educação brasileira, em especial na EJA. Contextualizamos essa modalidade educacional no Brasil, sistematizando um breve histórico de sua configuração, desde a década de 1980 até esse começo de século XXI. Analisamos também as principais políticas adotadas para a EJA nas gestões do presidente Lula. Estudamos, ainda, aspectos importantes relacionados com a adoção do Fundef e do Fundeb na educação brasileira e como a EJA foi tratada em ambos, tendo como foco a essencialidade do financiamento. E, por fim, analisamos os reflexos do Fundeb nessa modalidade de ensino.

This research aims at analysing the Youth and Adult Education (EJA) policies adopted in Brazil during Luiz Inácio Lula da Silvas government (2003- 2006 and 2007-2010) and the repercussions of its financing, with special emphasis on the impact of the Fund for Maintenance and Development of Basic Education and Valorization of Education Professionals (FUNDEB) in this educational modality. We have developed an analysis of the capitalist state in Brazil and its repercussions on education. Two authors were taken as main references in this task: Antonio Gramsci and Nicos Poulantzas. We have studied some consequences, in the educational area, of the state reform process that took place in the country from the 1990s onward, considering the correlation of forces and the contradictions observed in Luiz Inácio Lula da Silvas government, as well as its repercussions on Brazilian education, especially regarding EJA. We have contextualized this educational modality in Brazil, systematizing a brief history of its configuration, since the 1980s until this beginning of the 21st century. We have also analysed the main policies adopted concerning EJA during President Lulas administration. We have also studied important aspects related to the adoption of the Fundef and Fundeb in the Brazilian education and how EJA was considered in both, having as a focus the financing essentiality. Finally, we have analysed the effects of the Fundef on this teaching modality.
