O objetivo central desta dissertação é conhecer o papel exercido pelas Organizações não Governamentais ONGs que oferecem cursos de formação profissional aos jovens de famílias da classe trabalhadora na cidade de São Paulo. Para tal, foi traçado um perfil atual dessas ONGs, incluindo perfil dos cursos de formação profissional, perfil dos jovens atendidos e perfil da equipe técnica responsável pelos cursos. Buscou-se, também, entender em que momento as ONGs iniciam sua atuação no campo da Educação Profissional. As reflexões realizadas ao longo do texto privilegiam a inter-relação entre educação e trabalho, e baseiam-se, entre outros autores, nas contribuições de Antonio Gramsci e Paulo Freire. Nas duas últimas décadas houve crescente atuação das ONGs com especial atenção ao público jovem, e recentemente, com ênfase na Educação para o Trabalho. O ponto de partida foi o levantamento quantitativo das ONGs atuantes na cidade de São Paulo por meio de consulta a documentos disponíveis nos portais da Prefeitura de São Paulo e do Ministério do Trabalho e Emprego, e em sítios temáticos sobre o Terceiro Setor. Este mapeamento, realizado entre 2009 e 2011, chegou ao número de 117 ONGs, com 151 unidades na cidade de São Paulo. Após foi aplicado questionário a todas as ONGs mapeadas, tendo retorno de 64 delas. Finalmente, foram realizados grupos focais com a participação de 37 profissionais de 26 diferentes ONGs. Os dados demostraram que, em sua maioria, as ONGs têm boas condições de trabalho: possuem infraestrutura adequada, oferecem cursos profissionalizantes minimamente estruturados e contam com profissionais contratos não voluntários , grande parte com nível superior. Constatou-se que os cursos de formação profissional oferecidos pelas ONGs estão vinculados a órgãos da Assistência Social e/ou do Trabalho, não recebendo apoio nem orientação de órgãos educacionais. Dentro desse cenário, é marcante a falta de debate interno nas ONGs sobre os conceitos de Educação Profissional.

The main aim of the present dissertation is to inquire into the role played by the Non-Governmental Organizations which provide youngsters of working class background with professional training courses in the city of São Paulo. To this end, an updated profile of these NGOs was drawn up, as well as a profile of the job training courses, a profile of the youngsters who were attended to and a profile of the technical team in charge of such courses. A clear understanding of the point in time at which the NGOs became involved in the field of Professional Education was sought in our study. The interconnection between education and work received a privileged position throughout the work of reflection carried out over the process. Antonio Gramsci and Paulo Freire, among other writers, provided the fundamental concepts which oriented the analysis. In the past two decades the NGOs have shown ever-growing involvement in connection with the life of young adults and, more recently, with emphasis on the aspect of Education for work. The starting point was an investigation into the number of acting NGOs in the city of São Paulo, done by means of consulting documents available in the portals of the São Paulo City Council and of the Federal Ministry of Work and Employment, as well as in theme sites dealing with the third sector. Carried out between 2009 and 2011, such a mapping totaled 117 NGOs, with 151 local units in the city of São Paulo. Afterwards, a questionnaire was sent to all the NGOs from this mapping, but there were 64 of them which actually replied. Finally, focal groups were set up, comprehending 37 professionals and 26 NGOs. The data obtained has revealed that the majority of NGOs show good working conditions. They have adequate infra-structure, offering job training courses which are minimally well-structured, and they also rely on professionals working under a formal contract (not as volunteers), most of whom are university-educated. It was found that the formative training courses provided by the NGOs are linked to Work Government Bodies or to Welfare Departments but they are not given any support or guidance by Education Bodies. Given this scenario, there is a notorious lack of internal debate in the NGOs about the concepts in Education for Work.
