Trata-se de análise documental dos quatro Encontros da Rede MOVA-BRASIL, realizados no período de 2001-2004, e de análise comparativa de três experiências dos programas MOVA em relação ao MOVA-SP (1989-1992). O objetivo desta tese é estudar o processo de construção da Rede, seus desafios, seus conflitos e suas conquistas e, ainda, analisar a sua contribuição para a superação do analfabetismo e as discussões dos novos paradigmas da Educação de Jovens e Adultos. Para a análise dos documentos, optou-se pela metodologia fundamentada na epistemologia dialética. Essa metodologia tem como objetivo específico desenvolver uma sistematização que proporcione a troca de experiências, uma melhor compreensão do próprio trabalho desenvolvido pelos educadores e a aquisição de conhecimentos teóricos a partir da prática. O eixo condutor do trabalho escolhido foi o projeto político-pedagógico do MOVA-SP (1989-1992). A partir dessa definição, analisou-se como ele foi apropriado e atualizado pelos programas que fazem parte desta Rede. Considerando a tarefa proposta, buscou-se um diálogo com o conjunto dos documentos e textos produzidos pelos educadores e educandos durante os Encontros realizados entre 2001 e 2004. Neste diálogo, a partir do eixo condutor apresentado acima, foram selecionados as principais categorias que contribuem para delinear o programa MOVA, e que, por isso, fazem parte desta análise segundo o enfoque desta pesquisa: Educação Popular, Alfabetização e EJA, parceria entre a Sociedade Civil e Estado. A contribuição da Rede MOVA-BRASIL para as discussões da Educação Popular, da superação do analfabetismo no Brasil e dos novos paradigmas da EJA não pode ser negada. Dessas discussões pôde-se apreender que não é possível superar o analfabetismo se algumas questões que acompanham esse tema desde muito tempo não forem revistas. A ampliação do conceito de alfabetização é uma delas. A alfabetização deve ser compreendida como um processo mais amplo do que dominar a técnica da leitura e da escrita. A pessoa alfabetizada é aquela que sabe usar a leitura e a escrita em diferentes situações do seu cotidiano. Mas os educadores da Rede vão mais além. Dentre os fios escolhidos para tecer a trama da Rede, encontram-se entrelaçados os da Educação Popular e os da EJA. Quando esse entrelaçamento se fortalece, a EJA torna-se mais abrangente, como pondera Paulo Freire. E os educadores da Rede descobriram essa abrangência, aproveitando os espaços, tanto nos Encontros Nacionais e Regionais, nos Fóruns Municipais de Alfabetização, nos Fóruns de EJA, nos Fóruns Sociais Mundiais, Fóruns Mundiais de Educação, nas articulações locais, para refletirem sobre sua capacidade de mobilização.

That's a documental analysis of REDE (Network) MOVA-BRAZIL's four Encounters, held in the period of 2001-2004, and a comparative analysis of three experiences of MOVA programs in relation with the MOVA-SP (1989-1992). The purpose of this thesis is to study the process of building of the REDE, its challenges, its conflicts and its conquests, and, still, to analyze its contribution for the overcoming of the illiteracy and the discussions of the new paradigms of the Education of Young and Adults. For the analysis of the documents, it was chosen a methodology based in the dialectical epistemology. The objective of that methodology is to develop a systemization to provide the exchange of experiences, a better understanding of the work developed by the educators and the acquisition of theoretical knowledge starting from the practice. The chosen conductive axis of this work was the political-pedagogic project of the MOVA-SP (1989- 1992). With that definition, it was analyzed how it was appropriate and updated by the programs that are part of this REDE. In relation to the chosen task, a dialogue was searched out with the whole of documents and texts produced by the educators and students during the Encounters held between 2001 and 2004. In this dialogue, starting from the conductive axis presented above, the main categories that contribute to delineate the MOVA program were selected, and, for that reason, they are part of this analysis, according to the focus of this research: Popular education, Literacy and Education of Young and Adults, partnership between Civil Society and the State. Rede MOVA-BRAZIL's contribution for the discussions of Popular Education, of the overcoming of the illiteracy in Brazil and of the new paradigms of Education of Young and Adults cannot be denied. Of those discussions it could be apprehended that it is not possible to overcome the illiteracy if some characteristics that go with that theme since a long time are not changed. The enlargement of the literacy concept is one of those necessary changes. The literacy should be understood as a wider process than to dominate the technique of reading and writing. The literate person is one that knows how to use the reading and the writing in different situations of her daily life. But the educators of the REDE went beyond that. Among the chosen threads to weave the plot of the REDE, the one of Popular Education and the one of Education of Young and Adults are intertwined. When that intertwining becomes stronger, Education of Young and Adults becomes more including, as Paulo Freire proposes. And the educators of the REDE discovered that inclusion, taking advantage of the existent opportunities in the National and Regional Encounters, in the Municipal Forums of Literacy, in the Forums of Education of Young and Adults, in the World Social Forums, in the World Forums of Education, in the local meetings, to think about her or his mobilization capacity.
