Na denominada Sociedade da Informação, a inclusão digital é tratada como um compromisso urgente da agenda educacional. Alfabetismo digital é desenvolvimento, eis o argumento corrente. O discurso vigente está fundamentado no pressuposto segundo o qual haveria uma relação monolítica entre o acesso às tecnologias da informação e comunicação (TICs) e os processos de desenvolvimento em suas múltiplas dimensões, argumento que aponta para o ressurgimento do discurso redentor pela via tecnológica. Esse arrazoado altamente persuasivo apresenta o desenvolvimento e a inclusão como conseqüências inequívocas da mediação tecnológica. Palavras como progresso, emprego, competência, cooperação, conexão, habilidade, auto-estima e muitas outras são freqüentemente arroladas no teor do corolário em questão. Nesse discurso reiterativo pode ser identificada uma miscelânea de argumentos redundantes que carece de um rigor teórico e empírico que seja capaz de lhe garantir a devida legitimidade. A tese defendida neste trabalho é a de que não se pode inferir categoricamente um único tipo ou direção exclusiva de desenvolvimento como conseqüência imediata da mediação tecnológica. Como um contraponto e na contramão da visão corrente, entende-se que a utilização das TICs pode ou não encetar certos processos de desenvolvimento, a depender das mediações humanas que envolvem as práticas de alfabetismo digital. Os usos diversos dos recursos tecnológicos podem instilar processos de desenvolvimento plurais, razão pela qual é preciso considerar os sujeitos, os contextos, as práticas e os motivos que regem a utilização das TICs. A partir de uma pesquisa bibliográfica, foram investigadas diversas teorias que propalam uma suposta relação de causa e efeito entre alfabetismo digital e desenvolvimento social e cognitivo, assim como a ideologia subjacente às mesmas a partir da análise de perspectivas críticas que se opõem a uma abordagem determinista e asséptica do desenvolvimento tecnológico. No âmbito das teorias do letramento, teorias da modernização, teorias pós-industriais e teorias da aprendizagem, foram confrontados os postulados de inúmeros autores que, por vias distintas de abordagem, advogam ou relativizam o poder determinante das tecnologias no curso do desenvolvimento social e cognitivo. Apesar das especificidades de cada uma das diversas abordagens selecionadas para fundamentar a reflexão, concluiu-se que não existe um consenso a respeito da suposta relação monocausal entre alfabetismo digital e desenvolvimento. Ao contrário, as pesquisas alinhadas com a perspectiva crítica, além de contar com a consistência teórica de renomados autores de diversas áreas do conhecimento, também advertem sobre os perigos decorrentes de uma defesa irrestrita do poder transformador das TICs. Diante do agravamento dos problemas sociais decorrentes do processo de globalização de inspiração capitalista, a educação exerce um papel fundamental no processo de superação da desigualdade. No entanto, o argumento redentor que superdimensiona os poderes da escola, da universidade e das tecnologias revela-se frágil e insustentável. Mais do que instrumentalizar, a educação deve contribuir para que as pessoas se posicionem como sujeitos capazes de transformar sua própria história a partir de projetos individuais e coletivos. Em relação à exclusão, as tecnologias da informação e comunicação não são o único problema, mas também não são a única solução.

In the so-called Information Society, digital inclusion is considered an urgent priority within the educational agenda. Digital literacy, it seems, is development. Such discourse is founded on the presumption that there is a monolithic relationship between the access to information and communications technologies (ICTs) and the development processes in their multiple dimensions, an argument that points to a resurgence of latter-day redemptive discourses, but through technological means. This highly persuasive line of reasoning presents development and inclusion as unequivocal consequences of technological mediation. Words such as progress, employment, competence, cooperation, connection, skill, self-esteem, and many such others are often employed in the course of such arguments. Within this discourse a varied collection of redundant arguments can be found that lack the theoretical and empirical rigor necessary to afford it genuine legitimacy. This paper contends that no single type of development or direction thereof can be inferred as an immediate consequence of technological mediation. As a counterpoint to, and contrary to, current views, it is understood that the use of ICTs may or may not lead to given processes of development, depending on the human mediation employed in these digital literacy practices. The diverse uses of technological resources can lead to multiple processes of development, for which reason the subjects, contexts, practices and the motives that influence the use of the ICTs must all be considered. As part of a bibliographical survey, an investigation was made into a variety of different theories that support a supposed cause and effect relationship between digital literacy and social and cognitive development, as well as the underlying ideology, based upon the analysis of critical perspectives that oppose the deterministic and aseptic approach of technological development. Within the scope of theories on literacy, modernization, postindustrial theories and theories on learning, the arguments of a large number of authors who, by means of different approaches, advocate or play down the determining power of technologies in the processes of social and cognitive development were confronted. In spite of the specific characteristics of each of the various approaches selected, it was concluded that there is no consensus as regards the supposed mono-causal relationship between digital literacy and development. On the contrary, research aligned with the critical perspective is not only supported by the theoretical consistency of renowned authors in a range of different fields, but also warns as to the dangers that may result from an unrestricted defense of the transforming power of ICTs. In light of the deteriorating social problems that have resulted from the process of globalization inspired by capitalism, education has a fundamental role to play in the struggle to overcome inequality. Nevertheless, the redemptive argument that overestimates the power of schools, universities and technology is demonstrably weak and unsustainable. Education must do more than simply provide instruments, it must contribute such that people can position themselves as subjects capable of transforming their own history through individual and collective projects. As regards exclusion, information and communications technologies are not the only problem, but, by the same token, it must also be recognized that they are not the only solution.
