Ancorada em um horizonte teórico-metodológico propiciado pela noção de arquivo, tanto no sentido a ela atribuído por Arlette Farge, quanto naquele desenvolvido ao longo da trajetória de Michel Foucault, a presente investigação devota-se a descrever e analisar a emergência de uma nova ordem social nos séculos XVIII e XIX, primeiramente em Portugal e depois no Brasil, consubstanciada nos impressos em circulação no período. Seguindo um percurso que se inicia no terremoto de Lisboa em 1755, retroage à criação da Biblioteca Real de Portugal e atinge seu termo com a estada da Corte portuguesa no Brasil e o concomitante estabelecimento da Gazeta do Rio de Janeiro, três frentes narrativas foram constituídas. Por meio delas, especulou-se sobre a ideia nascente de população como um dos elementos centrais da gestão política das vidas, doravante organizada em termos da educação dos súditos. Focalizando inicialmente a referida Biblioteca, instituição destinada à guarda de saberes e à educação dos príncipes e nobres, o estudo em seguida debruçou-se sobre o jornal carioca, tomando-o como um operador da disseminação de enunciados educativos em uma escala bem mais abrangente do que a da Biblioteca. Enquanto esta representava os desígnios do soberano para a fruição de poucos, aquele propiciou a dispersão dos propósitos gestionários do Estado para muitos, franqueando o alastramento de imagens de si e do mundo em consonância com os ditames ético-políticos da época. As conclusões do estudo apontam para o fato de que os impressos, tanto aqueles guardados na Biblioteca Real quanto os que circulavam na Gazeta, teriam produzido certa racionalização do presente cujos ecos não cessam de chegar até nós por meio da criação de pertencimentos, da elaboração de normalidades e da propagação de determinadas condutas, atando os sujeitos a um lugar, a um passado e a um conjunto de valores. Tratou-se, pois, da efetividade das artes pedagógicas de governar e da produção de uma economia de ordenamento populacional por intermédio de práticas simultâneas de informação e educação, as quais alimentaram as engrenagens de um processo constante e disseminado de correção e aperfeiçoamento dos modos de existir.

Anchored in a theoretical and methodological horizon provided by the archive notion, both in the sense attributed to it by Arlette Farge, as well as that developed along Michel Foucault's trajectory, this research describes and analyzes the emergence of a new social order in the eighteenth and nineteenth centuries, first in Portugal and then in Brazil, based on the printed material in circulation during that period. Following a path that begins in the Lisbon earthquake of 1755, and retreats to the creation of the Royal Library of Portugal and reaches an end with the establishment of the Portuguese Court in Brazil and the concomitant founding of the local newspaper, Gazeta do Rio de Janeiro, three narrative fronts were constituted. Through them, the novel idea of population as one of the central elements of the management policy of lives, now organized in terms of the education of the subjects, was elaborated. Initially focusing on the said Library, an institution dedicated to the safekeeping of knowledge and the education of princes and nobles, the study then centered on the Rio newspaper, understanding it to be an operator of the dissemination of educational enunciations on a scale which is much more comprehensive than that of the Library. While the latter represented the endeavor of the sovereign for the benefit of a few, the former led to the dispersion of the managerial purposes of the State for many, providing the spread of images of a world and a self in line with the emerging ethical-political boundaries of the time. The conclusions of this study point to the fact that the printed material, both those kept in the Royal Library as well as those circulating in the gazette, would have produced some rationalization of that time whose echoes have not ceased to reach us through the creation of belongings, the elaboration of a normality and the spread of certain conducts, binding the people to a place, a past and a set of values. It has dealt with, therefore, the effectiveness of pedagogical arts of governing and the production of a population rearrangement through concurrent practices of information and education, which fueled the gears of a constant and widespread process of correction and improvement of the ways of existing.
