As políticas públicas de juventude vêm procurando lidar com a questão do desemprego, e com a preparação da população mais vulnerável para o mercado de trabalho. Algumas destas políticas têm como princípio o adiamento da entrada dos jovens de baixa renda no mercado de trabalho, acompanhadas de transferência de renda, bem como retorno ao processo educativo para que os mesmos possam obter uma maior qualificação social e profissional. No âmbito deste programa de juventude, as propostas sócio-educativas, além da formação profissional, colocam os jovens em contato com experiências prioritariamente grupais onde são protagonistas de ações voltadas ao interesse público. Outras são relacionadas a atividades culturais ou sociais. Esta tese tem a intenção de compreender a relação entra a formação de vínculos sociais e a construção de projetos profissionais no âmbito de uma política pública governamental de jovens trabalhadores do município de Guarulhos. A presente pesquisa constituiu-se de entrevistas em profundidade na modalidade de narrativa biográfica, de seis jovens que concluíram o Programa Oportunidade ao Jovem entre 2004 e 2010. A partir da análise das narrativas observa-se como os vínculos sociais estabelecidos no processo educativo funcionam como suporte de representações psíquicas positivas de si, permitindo a construção de projetos profissionais, aumentando as perspectivas dos jovens frente às vulnerabilidades sociais.

The youth public policies have been trying to deal with unemployment issues and with the preparation of the most vulnerable people on the labor market. Some of these policies have as their principle to postpone labor market entry of low-income young people, suppported by income transfer and the return to educational process so that they can achieve better social and professional skills. In the range of this youth program, social and educational proposals - in addition to educational formation - also put young people in contact with experiences as a priority group, in which they are the protagonists of actions directed to the public interest. Other proposals are related to cultural or social activties.This thesis aims to understand the relationship between social bonds formation and the construction of professional projects within a governmental public policy for young workers in the city of Guarulhos. This research is composed by in-depth interviews, in the form of biographical narrative of six young people who have finished the Programa Oportunidade ao Jovem between 2004 and 2010. Based on the analysis of these narratives, it is possible to see how these social bonds established during the educational process work as psychological base for self positive representations, allowing the creation of professional projects, which increases young people prospects in relation to social vulnerability.
