A Unidade de Gerenciamento de Recursos Hídricos n°11 (UGRHI11), Bacia Hidrográfica do Rio Ribeira de Iguape e Litoral Sul, Estado de São Paulo, apresenta avanços na gestão de resíduos sólidos, porém ainda há municípios carentes de aterros adequados. Os objetivos deste trabalho são: indicar possíveis áreas aptas à construção de aterros de resíduos sólidos urbanos, que preferencialmente possam atender a mais de um município, de acordo com normas técnicas e ambientais, como preceitua a Lei Estadual n°12.300, que incentiva a cooperação intermunicipal para a solução dos problemas de gestão de resíduos sólidos; e atualizar os conhecimentos sobre as atuais condições de destinação de resíduos na UGRHI-11. Foi feito levantamento de campo, o qual revelou que as condições de disposição final de resíduos em diversos municípios são ainda mais precárias do que as indicadas pelos IQR da CETESB. Os módulos Weighted Linear Combination (WLC) e Ordered Weighted Average (OWA) do programa IDRISI Andes (versão 15.01) foram utilizados para as análises multi-critério por geoprocessamento. Na primeira fase, o WLC foi empregado para cruzamento dos mapas de declividade, geologia, pedologia, cobertura vegetal, áreas de proteção ambiental, malha viária, rede hidrográfica e áreas urbanas, obtendo-se um mapa de aptidão com áreas inaptas, aptas e com aptidões intermediárias. Na segunda fase, o OWA foi utilizado para restringir a busca, através de um ordenamento de pesos mais complexo que o WLC. Após esta etapa, com a extensão Network Analyst do Programa ArcGIS, foi realizado um estudo logístico para seleção de áreas aproveitáveis para mais de um município, considerando-se a distância das fontes geradoras de resíduos, as vias de transporte e o tamanho, mais precisamente, de acordo com as dimensões dos aterros que nelas poderiam ser construídos, considerando a possibilidade de atendimento a valores crescentes de população até 2020, pois, de acordo com a NBR 13896 (junho de 1997), a vida útil de um aterro de resíduos deve ser de no mínimo 10 anos. Em todos os municípios foram localizadas áreas aptas para aterros que atendam a sua população. Foram também encontradas áreas que podem atender mais de um município, graduadas por tamanhos e distâncias às sedes. As técnicas de geoprocessamento empregadas mostraram-se adequadas aos estudos de gestão de resíduos sólidos, pois agregam diferentes fatores e poupam custos nas etapas iniciais, permitindo ao gestor focar análises mais detalhadas em áreas pré-selecionadas, não correndo o risco de empenhar esforços em áreas que podem ser previamente descartadas. O encontro de áreas consideradas aptas para aterros coletivos pode apoiar tecnicamente a articulação intermunicipal, servindo estudos deste tipo como importantes ferramentas para a gestão eficiente de resíduos sólidos urbanos.

The water resources managing unit 11 (UGRHI-11), Ribeira de Iguape river Drainage Basin and São Paulo State Southern Coast, presents advances in the management of solid waste, but there are still municipalities deprived of adequate landfills. The objectives of this work are: to indicate possible suitable areas for construction of landfills for municipal solid waste, according to technical and environmental norms, that can be used by more than one municipality, according to Law 12300, which encourages cooperation among municipalities in order to solve problems of solid waste disposal, and to upgrade the knowledge about the actual conditions of final waste destination in UGRHI-11. A field survey of sites of final waste disposal revealed that the conditions of several of them were worse than those reported by the LQI (Landfill Quality Index) of CETESB. The IDRISI Andes system modules (version 15.01), Weighted Linear Combination (WLC) and Ordered Weighted Average (OWA), were used in multi-criteria GIS analysis. Initially, the WLC was used to combine slope, geology, soils, vegetation cover, environmental protection areas, road network, river system and urban areas maps, resulting in a combined suitability map. In a second moment, the OWA was applied to restrict the search, with a more complex ordering of weights. After OWA, using the Network Analyst extension of the ArcGIS system, a logistical study was carried out to classify the suitable areas, considering the distance of waste sources, roads and size, aiming at finding sites usable by more than one municipality. According to NBR 13896 (June 1997), the life span of a sanitary landfill must be at least 10 years. The possible sites were classified according to the size of landfills that could be built in, also considering the possibility of population growth until 2020. Suitable areas for sanitary landfills were located at all municipalities considering individual needs. Then the search area and the size of acceptable areas were increased, locating sites that may attend to more than one municipality, ranked by size and distances to urban areas. The GIS techniques employed were considered adequate. for solid waste management studies, allowing to take into account different factors and saving costs by discarding in early stages unsuitable areas, and to rank sites by suitability to larger landfills. Finding suitable areas for collective landfills can support political negotiations to an efficient management of municipal solid waste.
