A presente dissertação propõe uma nova abordagem de fiscalização para postos revendedores de combustíveis, que é estruturada com recursos de automação do SAT (Sistema Autenticador e Transmissor) e se baseia no controle da vazão das bombas medidoras de combustíveis líquidos. A pesquisa compreendeu o entendimento do cenário em que estão inseridos os postos revendedores, o que revelou uma lacuna expressiva entre o extenso rol de normas que regulamentam a atividade comercial e as inúmeras fraudes deflagradas. A hipótese desenvolvida foi a de que a fiscalização, dotada de recursos tecnológicos que permitam o monitoramento remoto, é capaz de identificar padrões e desvios no comportamento operacional dos postos revendedores, que podem sinalizar indícios de irregularidades e fraudes. Os resultados alcançados em piloto, realizado com a instalação de protótipos em bombas de combustíveis em postos revendedores, foram positivos e indicaram a confirmação da hipótese.

This thesis aims to propose a new approach to fuel resellers governmental surveillance, which is structured with SAT (Authentication and Transmission System) automation resources and is based on the control of the metering pumps liquid fuel flow. The research comprehended the understanding of the fuel resellers scenario, which revealed a great gap between the strict legislation that regulates the activity and the numerous frauds that have been identified. The hypothesis developed was that the government surveillance, with technological resources that enables remote monitoring, is able to signalize patterns and deviations in the operational behavior of the fuel resellers, which may indicate signs of irregularities and frauds. The results obtained with the installation of prototypes in fuel pumps at reseller stations were positive, confirmed the hypothesis and demonstrated that, within a few months of operation, the standards and their deviations can be satisfactorily identified.
