O presente estudo se propõe a investigar os efeitos da Lei 12.485 para o mercado e para a cadeia produtiva audiovisual no país. Esse marco legal, em vigor desde setembro de 2011, regulamenta a entrada das empresas de telefonia no setor de televisão a cabo e regula a veiculação de conteúdos na TV por assinatura. Os mecanismos de fomento presentes no seu texto estabelecem cotas para a produção independente e cotas de canais brasileiros no pacote das operadoras. Ao promover o acesso à informação e dar voz a diferentes agentes, a "Lei da TV Paga" têm como objetivos promover o interesse público e regular o mercado de TV por assinatura. Tendo em vista o cenário das novas atribuições da Agência Nacional do Cinema no que se refere à regulação da televisão segmentada e o ingresso de novos agentes no mercado de produção audiovisual (teles e Anatel), pretende-se investigar os impactos econômicos na configuração de novos agentes e a redefinição de demandas e ofertas após a implementação, no período de 2012 a 2014.

This Dissertation examines the effects of Law 12,485 for the consumption market and the audiovisual production and value chains in Brazil. This legal framework, in force since September 2011, regulates the entry of telephone companies into the cable television market segment and regulates the placement of content on cable television. The support mechanisms are leveraged by quotas for independent production and Brazilian channels in the package offered by operators. To promote access to information and give voice to different agents, the "Pay TV Law" plans to promote public interest and to regulate the TV market. Given the new powers of the National Film Agency (ANCINE) with respect to the regulation of segmented television and the entry of new players in audiovisual markets (telcos and Anatel), we intend to investigate economic impacts in the new regulatory setting as well as the emergence and strategies of agents as stakeholders in the redefinition of agendas after its implementation, in the period 2012-2014.
