Esta dissertação discute o papel proativo da comunicação pública governamental/estatal analisado em um contexto de crise da mobilidade urbana, verificado na cidade de São Paulo a partir da primeira década do século XXI, e apresenta uma pesquisa documental e bibliográfica, por meio da qual é comparada a atuação de três gestões públicas, entre 2001 e 2012. Nesse processo, verifica-se como o governo municipal fez uso das estruturas de comunicação e imprensa nas atividades de planejamento e gestão dos serviços públicos de trânsito e de transporte coletivo utilizados pela maioria da população paulistana que se locomove em ônibus, micro-ônibus (vans) e a pé. Para um diagnóstico da comunicação estatal, analisam-se atividades de divulgação, debate, anúncio de planos, metas e prestação de contas. O estudo fundamenta-se em autores contemporâneos para se concentrar no papel do Estado como emissor responsável pela disseminação de informações e comunicação que atendam ao interesse público e garantam direitos fundamentais dos cidadãos, tais como o "direito de ir e vir", estabelecidos na Constituição Federal do Brasil de 1988. Os resultados indicam a necessidade de planejamento da comunicação governamental, de modo a possibilitar a implementação e a continuidade de políticas efetivas de mobilidade urbana.

This dissertation brings into light the proactive role of public and state communication within the context of crisis concerning urban mobility, as one can verify in the city of São Paulo from the beginning of the 21st century, and presents a documental and bibliographic research that helps one to compare the performance of three public administrations, ranging from 2001 through 2012. In doing so, one sees how the municipal government has taken profit of the communications and press structures for the collective transportation and traffic systems used by most of the city of São Paulo users, who move around by bus, by shuttle, and on foot. In order to get a diagnosis of the state communication, one analyses activities involving broadcasting, debate, and advertisement of plans, goals and accountability. This study is based on contemporary authors so to focus on the role of the State as the organization accountable to disseminate information and to perform communication whose topics are of interest of the audience, and to ensure fundamental rights of the citizens, such as the right of coming and going, as established in the Brazilian Federal Constitution of 1988. Results point to the need for the state government to plan its communication, in order for it to allow the implementation and the continuity of effective policies concerning urban mobility.
