Este trabalho de doutoramento tem por objetivo afirmar que é possível conceber o museu e o patrimônio cultural que ele abriga como instrumentos de políticas públicas culturais de inclusão social de públicos especiais (pessoas com deficiências sensoriais, físicas ou mentais e outras limitações), seja no plano individual de uma instituição determinada, seja no contexto de um conjunto sistêmico de instituições públicas estatais e/ou privadas estruturado segundo um modelo de rede, que atue segundo ações de planejamento, implantação e qualificação de programas de acessibilidade e ação educativa inclusiva em museus no Estado de São Paulo como em outros Estados e regiões do país.

Abstract in English
The purpose of this Doctoral thesis is to establish that museums can be thought as means to conceive public cultural policies for the social inclusion of special needs people (sensory, physically or mentally disabled people, among other disabilities). The proposed cultural policies apply both to individual institutions and to a series of institutions, either state or privately owned and is structured as a network that include the planning, implementing and qualifying accessibility and inclusive educational programs at museums in São Paulo and other estates and regions of the country.
