O presente trabalho abordou o tema Tecnologias de Informação e Comunicação (TICs) e sua relação com a apropriação social da informação, com foco no significado do uso do Software Livre e suas peculiaridades, como proposta de política pública adotada pelo governo brasileiro que promoveu iniciativas de incentivo à adoção via Ministério da Cultura. Ressalta a relevância dos softwares como objetos de estudo de uma área temática interdisciplinar (Estudos de Softwares). O Software Livre como prática e o panorama proposto pelas políticas públicas brasileiras nas três gestões presidenciais do Partido dos Trabalhadores (2003-2014), compõe o cenário da introdução de políticas públicas para o uso de Software Livre no Brasil, comparativamente ao panorama anterior. Buscou-se analisar a implementação das políticas tecnológicas e culturais em suas convergências e divergências, na perspectiva das mediações culturais e informacionais. Realizou-se também um breve relato das mudanças de rumos que as políticas públicas culturais tiveram nos anos mais recentes. Os resultados indicam legados e desenvolvimentos decorrentes do processo de construção de redes e para possíveis desdobramentos futuros na direção de trabalhos comparativos.

Abstract in English
The present work dealt with the theme of Information and Communication Technologies (ICTs) and its relationship with the social appropriation of information, focusing on the meaning of the use of Free Software and its peculiarities, as a proposal of public policy adopted by the Brazilian government that promoted initiatives of incentive for adoption through the Ministry of Culture. It emphasizes the relevance of softwares as objects of study of an interdisciplinary thematic area (Softwares Studies). Free Software as a practice and the panorama proposed by Brazilian public policies in the three presidential administrations of the Workers' Party (2003-2014), composes the scenario of the introduction of public policies for the use of Free Software in Brazil, compared to the previous scenario. The aim was to analyze the implementation of technological and cultural policies in their convergences and divergences, in the perspective of cultural and informational mediations. There was also a brief account of the changes in directions that cultural public policies have had in recent years. The results indicate legacies and developments arising from the network construction process and for possible future developments in the direction of comparative works.
