A má distribuição geográfica de dentistas é um problema enfrentado pelos sistemas de saúde ao redor do mundo. No Brasil os vazios sanitários e as desigualdades socioeconômicas regionais impactam o acesso aos serviços de saúde no país. A má distribuição dos profissionais de saúde bucal no território brasileiro vem sendo tema de grandes debates na esfera pública tanto em relação à formação dos profissionais como na regulação da profissão. O presente estudo tem como objetivo identificar e analisar os fatores que influenciam a distribuição e a mobilidade geográfica dos dentistas no Brasil, afim de contribuir para criação de uma Política Nacional de Regulação de Recursos Humanos em Odontologia inserida na Política Nacional de Saúde Bucal - "Brasil Sorridente". Foi utilizada a abordagem de estudo de caso com métodos mistos de coleta de dados, entre eles: revisão da literatura (em base de dados científicos e literatura cinzenta), dados secundários de órgãos governamentais e não governamentais e entrevistas com informantes chaves (dentistas que migraram para o interior do país). Esse trabalho foi organizado em três estudos complementares. A partir dos achados dos três estudos observou-se, que, no contexto global, as intervenções implementadas para corrigir a problemática ainda são incipientes e centralizadas em alguns países. No Brasil, essas intervenções também foram elementares e não apresentaram continuidade de suas ações. As entrevistas com os dentistas, foram reveladoras, e possibilitaram verificar a importância da oportunidade no contexto da organização do mercado de trabalho. Identificou-se, também, barreiras quanto ao vínculo de trabalho dos dentistas com o Sistema Único de Saúde (SUS), entre elas destacam-se, as diferenças nas formas de contratação e nos salários dos profissionais. Conclui-se que, processos de intervenção, articulados com outras áreas e setores, devem ser elaborados. O processo de formulação política, deve considerar a complexidade do fenômeno da distribuição geográfica dos profissionais e propor soluções ousadas que levem em conta todos os componentes do quadro teórico conceitual sobre a temática e a realidade política, econômica e social do Brasil, no sentido de regular o mercado e favorecer a disponibilidade dos dentistas no território nacional.

The unequal geographical distribution of dentists is a problem founded in the health systems around the world. Brazil faces a serious problem of sanitary voids and regional socioeconomic inequalities that affect the access to health services in the country. The poor distribution of oral health professionals in Brazilian territory has been the subject of great debates in the public policy, regarding professionals training in the professional regulation. This study aims to identify and analyze the factors that influence the distribution and geographic mobility of dentists in Brazil, in order to contribute with the creation of a National Policy for Regulation of Human Resources in Dentistry inserted in the National Oral Health Policy - "Smiling Brazil" (Brasil Sorridente). The case study was realized with mixed methods of data collection: literature review (in scientific data and gray literature), secondary data from governmental and non-governmental agencies and interviews with key informants (dentists who migrated to remote areas of the country). This research was organized in three complementary studies. The results of the three studies demonstrated that the interventions implemented to correct the problem still incipient and centralized in some countries. In Brazil, these interventions were also elementary and did not find continuous actions. The interviews with the dentists revealed and verified the importance of the opportunity in the context of the organization in the labor market. It was also identified barriers regarding the dentists' work-related with the Unified Health System (SUS), among them the differences in the contracting forms and in the salary. It is concluded that, the intervention processes articulated with other areas and sectors must be elaborated. The process of political formulation must consider the complexity of the professionals' geographical distribution phenomenon. Additionally, it need to propose courageous solutions that includes all the components of the framework in the political, economic and social reality of Brazil. This polices should focus in the labor market regulation and it needs to ensure an equal dentists distribution in the national territory.
