A Política Nacional de Resíduos Sólidos, com foco na gestão integrada e sustentável de resíduos sólidos, vem estimulando discussões para a construção de um conhecimento científico e fomentando um processo de mudança direcionado para um novo modelo de desenvolvimento humano e socioambiental. Nessa perspectiva, os gestores devem tomar suas decisões pautadas, não somente nas atuais exigências legais, mas principalmente na busca pelo desenvolvimento sustentável e pela promoção da saúde humana. Esta pesquisa teve como objetivo construir uma lista de indicadores de sustentabilidade para gestão de resíduos sólidos urbanos e implicações para a saúde humana, com base nas diretrizes dessa política. A coleta de dados, embasada na técnica Delphi, foi realizada em 3 etapas, usando escala de mensuração do grau de importância desses indicadores para obtenção do consenso entre pesquisadores da área de resíduos sólidos, captados do Banco de Dados de Grupos de Pesquisas do CNPq. A primeira etapa contou com 52 sujeitos que analisaram, primeiramente, 43 indicadores (13 ambientais, 8 sociais, 10 econômicos, 7 institucionais e 5 da saúde), atribuindo grau de importância para cada um deles. Como resultado, foram excluídos 17 indicadores por não obterem consenso entre os sujeitos, mantidos 10, alterados 16 e incluídos 48 novos indicadores segundo sugestões dos sujeitos, fechando com 74 indicadores, após análise dos dados. A segunda etapa da coleta de dados teve a contribuição de 51 sujeitos que excluíram 18 indicadores e mantiveram 56. Na terceira etapa, os 50 sujeitos, além de atribuírem grau de importância para cada um dos indicadores, também justificaram os casos em que não consideravam o indicador importante. Nessa etapa, nenhum indicador foi excluído e, ao final, permaneceram 56 indicadores nas 5 dimensões: 13 na ambiental, 8 na social, 16 na econômica, 7 na institucional e 12 na da saúde, com um grau de consenso entre os sujeitos que variou de 82% a 98%. Destacam-se, entre os indicadores propostos nesta investigação, os relativos à geração de resíduos que já são utilizados, tanto em setores públicos como privados, resultado que vêm ao encontro das novas diretrizes da Política Nacional de Resíduos Sólidos. Contudo, a lista construída nesta pesquisa apresenta outros indicadores que trazem novos olhares nas diferentes dimensões propostas, como os indicadores na área da saúde, sendo a dimensão em que ocorreu o menor número de exclusão no processo de construção dos indicadores. Considera-se que os indicadores propostos podem auxiliar tanto na identificação de dados atualizados para elaboração de Planos Municipais de Gestão Integrada de Resíduos Sólidos, bem como ampliar as discussões das políticas públicas de saúde ambiental, não apenas voltadas para resíduos sólidos, mas visando também o alcance de melhores condições ambientais e de saúde no contexto da atual realidade brasileira

The National Solid Waste Policy, focused on integrated and sustainable solid waste management, has stimulated discussions towards the construction of scientific knowledge and encouraged a change process towards a new human and socioenvironmental development model. In that perspective, managers should make their decisions based not only on current legal requirements, but mainly in search of sustainable development and human health promotion. The objective in this research was to build a list of sustainability indicators for urban solid waste management and implications for human health, based on the guidelines of this policy. The data collection, based on the Delphi technique, was undertaken in three phases, using a scale to measure the level of importance of these indicators to reach a consensus among solid waste researchers, obtained from the CNPq Research Group Database. The first phase involved 52 subjects who first analyzed 43 indicators (13 environmental, 8 social, 10 economic, 7 institutional and 5 health-related), scoring the level of importance of each. As a result, 17 indicators were excluded because no consensus was reached among the subjects, 10 were maintained, 16 were changed and 48 new indicators were included according to the subjects' suggestions, closing off this phase with 74 indicators after the data analysis. In the second data collection phase, 51 subjects contributed who excluded 18 indicators and maintained 56. In the third phase, the 50 subjects not only scored the level of importance of each indicator, but also justified those cases in which they did not find the indicator important. In that phase, none of the indicators was excluded and, at the end, 56 indicators continued in the 5 dimensions: 13 environmental, 8 social, 16 economic, 7 institutional and 12 health, with a level of consensus among the subjects that ranged from 82% to 98%. Among the indicators proposed in this research, those related to waste production stand out, which are already used in public as well as private sectors, in line with the new guidelines of the National Solid Waste Policy. The list constructed in this research, however, includes other indicators that add new perspectives in the different dimensions proposed, such as the health indicators, the dimension in which the smallest number of indicators was excluded in the construction process of the indicators. The proposed indicators can help to identify updated data to elaborate Municipal Integrated Solid Waste Management Plans, and also expand the discussions about public environmental health policies, not only focused on solid waste, but also aiming to achieve better environmental and health conditions in the context of the current Brazilian reality
