O trabalho aborda como se dão as relações entre os entes federados nas políticas públicas de habitação, realizando um histórico do federalismo no Brasil, das políticas habitacionais e descrevendo o papel de cada ator, analisando de maneira específica o Sistema Nacional de Habitação de Interesse Social. Conclui-se que o modelo do sistema, já centralizado, foi subjugado pelo Programa Minha Casa Minha Vida e pelo Programa de Aceleração do Crescimento, impedindo precocemente o desenvolvimento de uma estrutura que declarava buscar a coordenação das políticas e o planejamento com participação popular, substituída por outra que estimula a renúncia fiscal, a alteração pontual da legislação urbanística e a doação de imóveis pelos entes federados. O modelo de política habitacional federal atual prioriza o financiamento e a construção, desestimulando o desenvolvimento de políticas urbanas e políticas habitacionais alternativas locais, prejudicando o acesso universal à moradia e à cidade.

This dissertation discusses the relations between the Municipalities, the States and the Union in public housing policies in Brazil. It develops a history of federalism and of housing policies in Brazil, and describes the role of each actor. It specifically analyzes the Sistema Nacional de Habitação de Interesse Social (National System of Social Housing). It concludes that an already centralized System has been subdued by the Programa Minha Casa Minha Vida ("'My House, My Life' Program") and the Programa de Aceleração do Crescimento (Development Acceleration Program), and therefore, the development of a structure that aimed at the coordination of policies and at the popular participation in their planning has prematurely prevented. In its place, there is another structure that stimulates tax waiver, a few changes in urbanistic legislation, and donation of real state by the federal entities. The current model of federal housing policy prioritizes funding and construction, discouraging the development of urban policies and alternative local housing policies, and so is detrimental to universal access to housing and to the city.
