A democracia tem um papel de destaque no mundo atual, mas é importante atentar para o fato de que o conceito de liberdade e de igualdade nunca serão idênticos em todas as culturas. Nesse sentido, a democracia deve ser entendida de acordo com a conjuntura do local, verificando-se, por conseguinte, a existência de democracias diferentes, individualizadas, de acordo com as características de cada sociedade. A luta pela democracia passa por várias dificuldades, e a primeira delas é a conscientização do povo. A educação e a informação são fundamentais para que ele participe da vida política. Dessa forma, torna-se importante o processo da formação da opinião pública. Tal processo é bastante facilitado e ampliado pelo uso da tecnologia da informação e comunicação (TIC). A TIC aumentou consideravelmente o número de fontes de informação, transformando espectadores em atores do processo de formação da opinião pública, esta que é a base de legitimidade e sustentação de qualquer regime de governo.

Democracy has a prominent role in today's world, but it is important to remember that the concepts of freedom and equality will not necessarily keep the same meanings in all cultures. Accordingly, Democracy must be understood under he context of a place, taking account, therefore, the existence of different Kinds of democracy, individualized ones, according to the characteristics of each community. The demand for democracy is going through many challenges, and the first of them consists in improving the level of awareness of the people. Education and information are essential to make them participate in political life. Thus, building public opinion is very important. This process can be highly facilitated and enhanced by using information sources. The ICT has been greatly increasing the quantity of informations sources. Turning spectators into actors of the process of shaping public opinion, the basis of legitimacy and support of any system of government.
