Colegiados gestores de áreas de proteção ambiental- APAs, são estruturas institucionais concebidas para ampliar a participação da sociedade na gestão destas unidades de conservação, objetivando maior eficiência em termos de proteção ambiental. APA é um tipo de unidade de conservação particularmente importante em áreas onde o conflito entre a necessidade de preservação ambiental e o uso privado da propriedade, está presente. Sua gestão é um tema ainda pouco estudado. No estado de São Paulo, das vinte APAs estaduais existentes, apenas três possuem colegiados. Dentre estas, o mais antigo possui seis anos, e os dois mais novos quatro. O trabalho é desenvolvido a partir de entrevistas abertas, semi-estruturadas, gravadas, realizadas com representantes dos três segmentos que têm assento no colegiado: Estado, Municípios e Sociedade Civil. Também foram entrevistados técnicos da Secretaria de Estado do Meio Ambiente (SMA), que de alguma forma estão (ou estiveram) envolvidos com as APAs. Foram estruturados três estudos de casos, um para cada APA. Os casos são desenvolvidos de forma independente, dado que se tratam de realidades específicas. Apesar disso, notou-se que os Colegiados Gestores enfrentam problemas e dificuldades comuns, que se não forem consideradas, poderão inviabilizar todo esforço já empenhado em sua construção. Ao final, são feitas sugestões que objetivam fortalecer esta estratégia de gestão de APAs.

Management Boards of Environmental Protection Areas - APAs - are institutional structures conceived to broaden the participation of society in the management of these Conservation Units, with the aim of greater efficiency in terms of environmental protection. The APA is a specific type of Conservation Unit, particularly important in areas where the conflict between the need for environmental preservation and use of private property is present. The management of such Units is a theme that has been little-studied. In the state of Sao Paulo, of the twenty existing state APAs, only three possess Management Boards. Among these, the oldest has existed for seven years, and the two newest, for four years. The study was developed based on open and semi-structured interviews that were recorded, and carried out with representatives of the three sectors that have seats on the Board: State, Municipal and Civil Society. Technical employees of the State Secretariat of the Environment (SMA), who in some way are (or have been) involved with APAs, were also interviewed. Three case studies were developed, one for each APA. The cases were developed in an independent way, given that specific realities were being dealt with. Despite this, it was noted that the Management Boards face common problems and difficulties, which, if they are not considered, might make unviable all the effort already invested in their formation. At the end of the study, some suggestions are made that aim to strengthen this (Management Boards of Environmental Protection Areas) management strategy of APAs.
