Esta pesquisa tem por objetivo a adaptação de um modelo de avaliação da resiliência do sistema de abastecimento de água frente às mudanças climáticas (cenário de seca) aplicada ao estudo de caso do município de Araraquara/SP. Há consenso mundial de que os impactos das mudanças climáticas irão afetar o setor de saneamento devido à escassez ou concentração de chuvas. Alguns dos problemas que podem ocorrer são: danos físicos à infraestrutura de esgotos e águas, contaminação dos mananciais e mudanças na sazonalidade. Diante da intensificação dos prejuízos no setor de saneamento, vale ressaltar a necessidade da resiliência a longo prazo dos serviços de abastecimento de água e esgoto. Para alcançar o objetivo proposto, o modelo The Argonne Laboratory Resilience Index foi modificado com foco no sistema de abastecimento de água com captação superficial, considerando um cenário de seca, visando suprir a necessidade por ferramenta deste tipo. No seu processo de adequação foram consideradas: características locais, a universalização ao acesso a água, o clima, além das políticas nacionais existentes. Para o cálculo da resiliência são propostas 90 perguntas separadas em cinco níveis hierárquicos. Após a aplicação do modelo junto a autarquia do município de Araraquara/SP, o índice de resiliência obtida foi de 24, 84%. Embora seja um valor relativamente baixo, foi constatado que vêm sendo desenvolvidas diversas atividades que irão contribuir para o aumento da sua resiliência. Apesar dos resultados serem promissores quanto a acurácia do modelo, foi observado que este necessita de contínuo estudo e adaptação para que se torne mais preciso e ao mesmo tempo possa representar outros cenários.

This research project aims to adapt a model for the assessment of resilience of the water supply system against climate changes (drought scenario) applied to the study case of the Araraquara/SP city. There is a worldwide consensus that the impacts of climate changes will affect the water and sanitation sector due to scarcity or concentration of rainfall. Some of the problems that may occur are: physical damage to the infrastructure of sanitation and water, contamination of water sources, as well as changes in seasonality. Against the intensifying losses in the water and sanitation sector, it is worth emphasizing the need for long-term resilience of water and sanitation services. In order to reach the proposed objective, the Argonne Laboratory Resilience Index was modified with focus on the surface water supply system considering a drought scenario to meet the need for this type of tool. In its adequacy process, were considered: the local characteristics, the universalization of access to water, the climate, and the existing national policies. For the calculation of resilience, 90 questions are proposed at five hierarchical levels. After applying the model to the Araraquara/SP city, the resilience index obtained was 24.84%. Although it is a relatively low score, was verified that several activities are being developed that will contribute to increase its resilience. Despite the promising results regarding the accuracy of the model, it was observed that this model requires continuous study and adaptation in order to becomes more precise and at the same time be able to represents others scenarios.
