Esta tese versa sobre a gestão da qualidade e produtividade em transporte urbano por ônibus. Discute-se a modernização nos conceitos e na prática da gestão da qualidade bem como a necessidade do poder público gestor do transporte urbano adaptar o seu modelo gerencial aos novos paradigmas mundiais tanto nos aspectos organizacionais como nos de tecnologia de informação, relacionamento com os clientes e métodos de gestão. Infere-se e comprova-se hipóteses a respeito da ineficiência dos esforços dos órgãos de gerência na gestão da qualidade e produtividade; das condições concretas existentes no seio das empresas operadoras para que o órgão de gerência reformule o seu paradigma gerencial e eleve o nível de exigência em qualidade e eficiência; e da demanda teórica e prática de um método que constitua um instrumento eficaz de gestão da qualidade e produtividade em transporte urbano. E se propõe um método que permite instaurar um processo de melhoria contínua da qualidade e da eficiência da produção dos serviços de transporte público urbano por ônibus. Esse método incorpora. além da opinião do poder público, a opinião do usuário e da comunidade no processo de avaliação e estimula os órgãos de gerência a priorizar os processos relevantes para a satisfação dos requisitos dele e dos usuários, a definir os fatores críticos que influenciam esses requisitos, a reorganizar o trabalho conforme as necessidades de gerenciamento desses processos, a treinar o pessoal conforme os novos paradigmas e, sobretudo, a repassar para as empresas operadoras as funções que elas são capazes de executar, reservando-se o poder público para as funções de promotor, normatizador e fiscalizador da qualidade e da eficiência do transporte urbano.

The central theme of this dissenation is the management of quality and productivity of urban bus transportation. Modernization, both in the concepts and in the procedures of quality management, is examined. The need to adapt old methods to new paradigms adopted worldwide, on the part of of the public urban transport authority is discussed, on aspects that range from organizational procedures, information technology, relationship with the user and managemenl methods. With respect to the inneficiencies found in the transport agencies' efforts in dealing with the management of quality and productivity, some hypotheses are inferred and proven true. These are also raised and proven true concerning the actual existing conditions within the operating agencies, to render the managing agency capable of restructuring their administrative model in order to upgrade their quality and efficiency standards. Hypotheses are also applied to the theoretical and practical demand, in order to devise a method which will ultimately constitute an effective instrument of quality and productivity management for urban transportation. The author also proposes a methodology which will allow for the establishment of a continuing process of quality and efficiency improvements for urban bus transportation service delivery. The process of evaluation contained in the proposed method takes into consideration the public authority's opinion, as well as the user's and the community claims. It also encourages the managing agencies to rank the relevant processes in order to meet both their requirements and the users'; to define the critical aspects which influence those requirements; to reorganize their work routine in accordance with the management needs of those processes; to develop and train their human resources within the new paradigms and, above all, to delegate responsibilities to the operating agencies, when they are capable of undertaking them, keeping the public authority with the sole functions of promoting, formulating norms and enforcing the quality and the efficiency of urban transportation.
